Today As a result of the Forward looking policy of the state Highway commission the state of Iowa has 2,400 Miles of paved highways completed. It is expected that an additional 1,000 Miles will be Laid in 1930. That will leave but 1,600 Miles to be paved in the succeeding five years in order to Complete the primary Road program within the scheduled time. Total Cost of this paved Road system is placed at $335,000,000. This Money is to be derived from the following sources Federal Aid county Road Bonds gasoline tax and motor License fees. The county Bonds will be repaid from the gasoline tax and motor License funds so that the Farmer and the City property owner will not have to a Penny of direct tax for the Road program. $10,000,000 in Bonds in support of the Highway commissions Road building Iowa counties have issued a total of $100,-500,000 in Bonds. It is possible that counties that have not yet floated Bond issues will do so before the paved program is finished but there Are so few of these possible Bond issues that their contribution to the whole of the Road fund will not be heavy. To Date however Only $66,174,773.94 of the county Bonds have been sold and of this amount $61,721,130 has been expanded. There remains $4,453,643.89 in this county Bon fund no counting the Bonds that have been sold. While the county Bond fund has provided the largest share of working capital of the state Highway commission receipts from the gasoline tax 5-9 of which is diverted to the primary Recd fund and All the receipts of the motor License fees less administration expense Are of material assistance in building up the commissions working capital. In 1929 it is estimated that the fractional part of the Gas tax diverted to the primary Road fund will total $5,478,463.55, and the fees from motor licenses will approximate $11,500,000. In addition to these three sources of Revenue there remains the Federal Aid fund. Under the Federal apportionment of fund Iowa received during 1929, $2,055,000. Thus the Highway commission had for the current year a total of 85,208,237.49 at its command. In the future this primary Road fund will be reduced by exactly the sum total of the county Bond issues or $66,000,000, but it will be increased by the difference Between the 66 million and too million already authorized or 34 million and by As much More As other counties May authorize in the future. Paid in 5 years additional paved roads and the resultant increase in motor traffic and the natural increase in the number of motor cars and trucks operated Over the paved highways is expected to substantially increase the Highway funds however. It is estimated that the annual Revenue to be obtained from these sources each year for the next five years will approximate 20 millions or a total of too millions for the five years. On this basis the further estimate is made that the receipts of the primary Road fund will be sufficient to for the entire Cost of the program and retire the principal and interest of the county Bonds issued before july 4, last Over the period of construction and life of the Bonds. Plans for the construction of the comprehensive paved Road system in Iowa were Laid several years ago. After considerable Effort on the part of the advocates of such a system the state legislature authorized a too million Dollar Bond Issue for financing the primary Road system. The state supreme court finally ruled the Issue was unconstitutional. The 1928 legislature voted another too million Dollar Bond Issue adopting a bonding act and constitutional amendment for that purpose this act must be voted upon by the people of the state before the Bonds can be authorized. If the act is finally adopted the state Hopes to return to the counties the amounts expended from county primary Road funds and refund the state Bonds from the primary Road fund.
