The Bankers have either refused to lend More or else As in Chicago have required borrowers to reduce their borrowings. Wants borrowers to act the Point is that so far All the Effort toward reducing credit has come from the lenders of it. The present suggestion is that a quite different group the borrowers of credit should take voluntary action. Limitation of borrowing proceeding from lenders is always provocative of commotion. On the other hand a self imposed voluntary limitation from borrowers need cause very Little commotion or none at All. The whole spirit of the process is different. The assertion is made and seems reasonable that the governing body of the new York Stock Exchange could treat the present Strain at one More tempera Tely More effectively and with less excitement than any other group now attempting it. Such self imposed limitation might not need to go any farther than a Mere decision not to increase present borrowings. Such a voluntary action need not cause liquidation nor any other drastic consequence. The new York Stock Exchange has abundant powder to direct its members to put a limitation upon themselves. The Nev York Stock Exchange is probably the most powerfully self policed body in the world. It can require its members to do practically anything. The requirement Here suggested would be a comparatively mild exercise of the immense authority we hich the new York Exchange has Over its members. Exchange self regulated the fact that the new York Exchange is wholly self policed and self regulated lies at the heart of the Mast recent development in the whole credit situation. There is a formidable though so far largely latent amount of Public opinion in Congress and elsewhere w hich thinks the new York Stock exc Hanks should be regulated either by the Federal government of by new York state. This kind of Public opinion always tends to come to the front in such situations As the present. The immunity from Public regulation which the Stock Exchange enjoys is largely due to the prudence As Well As the sternness with we hich the Stock Exchange governs itself and requires its members to conform to Public interest. The most recent proposal for practical government control Over Stock Exchange speculation comes from senator Carter Glass of Virginia and from some other senators. It is to be taken with the utmost seriousness. By every test senator Glass is to be regarded with High respect. Any member of the banking or speculative fraternity who tries to flout or minimize any utterance or Acton of senator Glass As being a a political is speaking from emotion and not from either Wisdom or facts. Senator Glass has Long been a member of the Senate committee on banking and currency. If he were a Republican or conversely if the democratic party were in Power. Senator Glass would be chairman of the committee. Glass an Able Man without making unreasonable comparisons it May be said that senator Glass is the Ablest and most experienced Man in the committees. He is a business Man himself and a markedly successful one. He has been Secretary of the Treasury. The summation of the weight of his judgment in this connection May be made in a single sentence. He.
