for a canal users association gained new support Thursday in the 18nation Suez conference and delegates pointed toward finishingtheir work by this weekend Turkey and Portugal joined nine other nations in backing the plan outlined by U S Secretary of State Dulles for the associa tion to work in cooperation with Egypt until the Suez crisis is permanently solved Ethiopia and Spain gave qualified support but did not commit themselves to joining the association Informants said a majority hopes to have the users associa tion operating within two weeks and that it will then ask Egypts President Nasser to let one of its ships through the canal Still to be decided however is whether the nations backing the association plan would take the dispute immediately to the United if Nasser refused transi f to the test ship Swift Co Hit by Strike CHICAGO UP More than workers walked out Thurs day at Swift Co plants in 2 states from Massachusetts t California in the first strike against a major mea packer since 1948 Ten pickets were arrested in outbreak of violence at the big Swift plant in Chicago sprawling stockyards where owers Leave Capitol for Iowa company buyers halted all pur chase of livestock Elsewhere around the nation picketing was reported quie and No Attempt Reports from Swift plants across the country said the com pany was not attempting to op erate plants struck by the United Packinghouse Workers and the Amalgamated Meat Cutters anc Butcher Workmen The union members walked out at midnight after contract nego tiations collapsed Federal mediators asked Swift and union representatives to meet Monday in an effort to re solve their differences over wages job differentials working conditions and a union demanc for a union shop A spokesman for said that to the the UPWA no attempt was being made to continue op erations About workers at two plants in Des Moines and Sioux City also were idle At Detroit a Swift official said the companys distributive plant was operating normally because UPWA Local 194 has a separate contract covering 145 workers there ADLAI ENDORSED LOS ANGELES United Steelworkers convention Wednes day endorsed Democrat Adlai Stevenson Some delegates representing members unanimously adopted a resolution to that effect Eleven nations were behind the proposal Sweden repeated her call for an immediate approach to the United Nations Representatives of the 18 nation agreed at an hourlong meeting to form a working committee of experts to complete details of the users association which would seek a share in running the canal Called Reasonable An American source said Dulles hoped to leave London Friday night to keep a commitment in Washington Sunday but may stay over until Saturday night if nec essary Turkish representative M N Birgi secretary general of the Turkish Foreign Ministry told the conference the Dulles proposal i a very reasonable proposal which can bring the conference to a useful conclusion Portuguese Foreign Minister Paulo Cunha said he believed the conference should set up some kind of an organization to repre sent the main users of the canal It would be better if all powers joined to act in a positive and constructive fashion which would show the Egyptian government our objectives were perfectly legitimate and were in no way an infringement of Egyptian sover he said Cunha said at first he thought he association idea was provoca tive but found that was not the intention Negotiating Body The idea was that there should be a constructive and collective negotiating body which might pre pare the way for recourse to the United he said Japan was among the powers whose position remained to be spelled out Conference quarters expressed belief it would back the association plan The French British and Ameri cans Study Committee took pre lirainary steps Thursday toward possibly recommending repeal o the household property tax anc the moneys and credits tax witl some exceptions The committee on motion o Rep Blythe Conn RBurling voted 93 to include in proposed bill the repeal of the lousehold property tax except on that used by commercial in erests such as hotels and room ng houses Earlier the committee de eated 75 a motion by Rep Ed Oppedahl RRemsen to include Jin the bill repeal the household property tax except on musical instruments deep freezes televi sion sets and airconditioners Louis Cook State Tax Commis sion property tax division direc tor said there are about 35 mil lion dollars worth of television and radio seats 10 million dollars worth of deep freezes and 3 mil lion dollars worth of aircondi tioners in Iowa On the moneys and credits tax the committee approved placing in the proposed bill a provision for repeal of the levy on individu als and accounts receivable pro vided the
