Missiles Defense Boss Takes Charge WASHINGTON Secretary of Defense McElroy Friday took personal command of the ballistic missile programs He ordered the military departments to give him weekly progress reports McElroy who has been defens boss for only 10 days made known his decision in a memor andum addressed to the secre taries of the Army Navy and the Air Force McElroy said his preliminary study of the missile program re vealed no regulations to hamper progress in developing ballistic weapons But he said it is ap parent that we should give con tinuing attention to the removal or modification of any regulations which could conceivably impede progress Direct Contact McElroy told the service chiefs to advise h i in directly if they needed any help on scientific problems which might be imped ing development so that we may obtain the earliest possible help from scientists within or outside of the government He instructed the service secre taries to furnish a short weekly memorandum to his guided mis sile assistant showing progress and marking a copy for his per sonal attention His guided missile assistant is William Holaday who was ap pointed by former Secretary of Defense Charles E Wilson Visited Centers McElroy said in his memoran dum that in the weeks before he took office he had visited various missile centers and wit nessed firings of both opera tional and de velopment wea pons which in general met or exceeded their design specifi cations McElroy said he was greatly encouraged by the progress and declared that the great import ance to our national security of maintaining these programs on schedule is obvious McElroy said that all requests for permission to use overtime in the missile programs had been approved as far as he was aware General Dynamics Co which is building the intercontinental Atlas missile has been working its employes on a 5day 40hour week in line with government di rectives It is restricted to 9 per cent overtime weekly The restrictions were imposed by Wilson in conjunction with the administrations policy of limit ing defense expenditures to billion yearly The aircraft industry is expect ed to propose UNITED NATIONS NY The United Nations agreed Fri day to a fullscale debate on SovietSyrian charges that Tur key and the United States are plotting to touch off war in the Middle East By a vote of 660 with a single abstention Liberia the 82na tion Assembly approved a rec ommendation of its Steering Committee that it take up the Syrian complaint that a threa exists to Syrian security and also to world peace The Assembly convened within 20 minutes of the action by the Steering Committee and decided to open the debate on a conven lent date next week This will probably be on Tuesday The Assembly completed its procedural action and adjournec within less than half an hour Both the United States and Turkey denied the SovietSyrian accusations but said they had nc objections to putting the Middle TexasRomeflight in a single engine plane crashed into the sea off this port Satur day A Spanish fishing vessel res cued him Trying to beat a world distance record for light planes held by the late William Odom Wyatt was forced to come down in the sea about 50 miles northwest of this northwest Spanish coastal town because ice had formed on his wings He came down near the fishing vessel and succeeded in break ing the glass in his cabin win dows so that he could crawl out The plane remained afloat until the Spanish ship picked him up Wyatt was piloting a single en gine plane in an effort to better the 4957mile record set by Odom in 1949 He hoped to set a new record of 5693 miles by his flight to Rome from Galveston The Spanish fishing boat brought Wyatt to this port where he was met
