Mason City Globe-Gazette (Newspaper) - October 9, 1964, Mason City, Iowa BF A small BG T h new spoper that makes all Nor th I o w a n s neighbor Holds firm f j lead in Dixie By Congressional Quarterly WASHINGTON The Gold water Republicanparty riding t wave of segregationistcon servative sympathy is likely to sweep atleast half the 13 south ern states in the presidential election Goldwater currently holds a firm lead in Alabama Mississippi and Louisiana is somewhat ahead of President Johnson in Georgia North and South Carolina and Virginia and is at least even with the President in Florida Arkansas and Tennessee The only states which appear firmly in the Johnson column are Kentucky Oklahoma and Texas Despite this bright picture for Goldwater however no substan tial inroads into the Democrats nearmonopoly of Senate and House seats is likely to occur a Congressional Quarterly sur vey shows Republicans currently control four of the Souths 26 Senate in Kentucky one in Texas and most recently by his political conversion the South Carolina seat of Sen Strom Thurmond Only three of the 22 Southern Democratic Senate seats are in any real danger in 1964 one each in Oklahoma Texas and Tennes see On the House level alt but 14 of the Souths 119 House seats are currently in Democratic handsi the Goldwater blitz could lead to Republican gains in Alabama Georgia North Carolina and Tennessee But the total number of GOP House i gains would probably not ex ceed half a dozen with three or four of the regions currently Republican seats in equal jeop ardy Even if Goldwater runs an un expectedly strong Southern race it is unlikely that the ren sultant GOP congressional gains could offset the losses the Gold water candidacy is likely to in flict on thepartys Senate and House ranks in other parts of the country On the governorship level Re publicans have a chance to pick up seats in Arkansas and North Carolina in 1964 Reports South indi cate numerous factors aiding the Goldwater sweep rights respect for Goldwaters forthrightness basic ecohonv ic conservatism The strongest factor in virtually every area of every state however was the racial issue Goldwaters vote against the 1964 Civil Rights Act and his willingness to leave ra cial matters to the states ap peared to be the crucial factor in his Southern support In fact a potentially historic shift in party allegiances ap pears to be taking place across Dixie Edition VOL 1M MASON CITY IOWA FRIDAY OCTOBER 9 1944 UUe i Paper CnuUU of Two Assoclited Prcu FuU No 20S Reds perils N Hultman plan to up state school aid million the most conservative pro segregationist areas t ho s e vhich have been most unswerv ing in their Democratic allegi ances for decades Thus the stales of Mississippi and Ala bama plus rural areas in a number of states Northern Louisiana Northern Florida Southern Georgia Western Ten nessee Western Kentucky Tide water Virginia and Coasta North all moving toward Goldwater By contrast the Southern and John The issue is whether the American people want to contin areas which have shown the most tendency to elect local Re publican officeholders in pas years are veering sharply awaj from Goldwater and towarc Johnson This trend exists most clear ly in the Appalachian mountain areas of Kentucky Tennessee North Carolina and Georgia which have harbored pockets of Republican strength ever since the Civil War But it is also apparent in cities like Lou isville Charlotte and St Peters burg where GOP strength has been rising in recent years Segregationist appeals appar ently carry less weight in the traditionally Republican areas In addition some of these are thc very areas where programs like TVA and Appalachian aid arc the most popular Goldwa ters stand on legislative appor tionment is less than popular in growing Southern cities In general observers believe the Goldwalcr tide reached its highest level in midsummer and is currently receding TOPLESS PLOT HONG KONG Jfi Chinese Communists
