between State Rep Dewey Goode R Bloomfield and the State High way Commission over the farm tomarket road program in Davis County broke into the open at a commission meeting here Tues day The session produced these de velopments The commission ordered an in vestigation of what it termed probable irregularities in the Davis County 1955 farmtomar ket road construction program The commission also voted unanimously to instruct highway engineers to conduct an exhaus tive investigation of possible violations of farmtomarket road regulations in other counties Highway Commissioner Emery Loomis Waterloo asserted that Goode had attempted to black mail the commission to force ex pansion of secondary road build ing in the county Denies Threats Goode at his home in Bloom field denied he had made any threats but declared the commis sion is doing nothing about get ting the farmers out of the mud in his county R E Merreill the states sec ondary road engineer reported to the commission that on 14 projects Davis County had not followed the law requiring that projects of more than be advertised and contracts let at a public hearing Merrill said the county handled projects with day labor forces and in one instance added two miles to a road job without au thorization Commissioner Loomis said Highway Chairman Robert K Beck Centerville had reported that Goode threatened to blow the lid off by going to the news papers with things which might be embarrassing to the commis I am not going to sit idly Loomis said I dont want any threats or blackmail aimed at this commission for the purpose of forcing action If he has any information he should bring it be fore Money Piling Up Goode who has been protesting allocation of state farmtomar ket road funds for Davis County said he had nothing to do with the matters which the commis sion ordered investigated If they are trying to connect me with that they are 100 per cent he said Goode said there had been no farmtomarket road construction in his county for two years and the money is pilug up He added The highway commission wants to tear up existing roads that are already good and bring them a highertype surfacing If they freeze the farmto market systems to the place they were when the law was enacted well never get the farmers out of the mud Theyre ignoring the attorney generals opinion too Theres lots of money on hand and they wont threw out the first ball It later was returned to him as a sou venir Shepilov Offers Optimistic Note FROM OUR WIRE SERVICE w LONDON UP Moscow Radio said Wednesday that Rus sia and Yugoslavia are get ing closer together in its first report on relations between the two nations since the Yugoslav president went to the Soviet Un ion last week The broadcast backed up di plomatic reports from Commu nist East Europe that Russia is attempting to win Titos sup port for its strong new pene tration of the Middle East It praised Yugoslav support of Egypts takeover of the Suez Canal The broadcast did not mention Tito nor the Soviet leaders by name but it quoted an editor ial in Pravda the official Com munist Party organ which said Recently the fear of unset tled and unclear questions in relations between the Yugoslav League of Communists and oth er fraternal Communists and workers parties has narrowed considerably and is continuing to shrink still At the same time coopera tion is growing in the broadcast added Fresh diplomatic dispatches received in London from Com munist East Europe said the Kremlin needs Titos support in the Middle East because Yugoslavia provides the Com munist blocs only direct out let on the Mediterranean Sea According to the latest ap praisal Russia has decided to hold and enlarge its foothold in the Middle East and has op ened a new cold front in the area But that foothold is still weak and pending to a great extent on Egypts continued cooperation with the Soviet Union This is where Tito is consid ered the key to Russias entry into the Middle East diplomatic sources said since Russia would like to move through Yugo slavia Russia apparently impatient and in a hurry was reported anxious to obtain clarification of the Yugoslav position before embarking on its Middle East campaign Diplomatic sources said Tito aJso plays a key role in Rus sias efforts to tie the other satellites of East Europe into a tight little package and that Titos cooperation may prove decisive for the success or fail ure of Moscows policy plans The Red Army has reportedly insisted on a belt of friendly reliable and not merely neutral nations between the Soviet and West Europe as a socalled glacis clear field for any military eventuality But this can be safeguarded in the Kremlins view and notably in the view of the emerging Stalintype including former
