held Friday on a federal charge of posing as an agent of the Central Intelli gence Agency He is Ralph J Davis 36 of St Paul arrested Thursday in Albert Lea by an FBI agent and Albert Lea police DES MOINES A Uni versity of Iowa political science professor said Friday he be lieves counties electing more than one senator or representa tive should be subdistricted Furthermore said Dr Russell Ross a great many of the writers in the field of political science agree with him He said he believes atlarge elections of legislators in multi member districts are inconsist ent with the philosophy of one man one vote which the US Supreme Court said must gov ern apportionment of stale leg islatures I believe one man one vote means exactly what it says It does not mean voting 11 times for Ross said one person members of the legislature I believe it means one person vot ing for one candidate in an in dividual district Ross testified as an expert witness in a Polk County Dis trict Court suit brought by Mrs of the 1965 legislatures tempo rary reapportioiiment plan Most of Ross testimony was given subject to objections from Asst Atty Gen Tim McCarthy Ross said that in his opinion atlarge elections meeting of the quirerl for annual field training which normally is held in the summer The 67th Brigade of Iowa and Nebraska with headquarters in Omaha was created in 1963 normally with about 4500 men
