TH law spurred JFK studies new plan By JOSEPH R SLEVIN New York Herald Tribune Newsservice WASHINGTON The admin istration is actively discussing a plan to repeal the TaftHart ley Act injunction power The plan calls for including the repealer in a new national emergency disputes law that President Kennedy will lay be fore Congress in January Kennedy promised to propose a new law when the govern ment obtained an injunction to end last Julys 18day maritime strike A presidential bid for repeal of the 14yearold TaftHarUey injunction would be enthusias ticaiiy welcomed by organized labor The injunction is prob ably the most cordially hated section of a law that labor vio lently dislikes A TailHartley injunction bars a strike for 80 days The Presi dent can seek injunction from a federal court whenever he finds that a strike threatens the national welfare The former Congress of In dustrial Organizations the CIO half of the present seized on the injunction section to brand the TaftHartley act as a slave labor law President Truman promised to repeal the measure never was able to persuade Congress to his views Kennedy believes that the TaftHartley act emergency dis putes
