community of 31000 last June when its city manager Joseph M Mitchell issued a 13 point relief code limiting the circumstances under which re lief would be granted It was described as an attempt to rule out cheaters on the citys relief rolls in the nationwide clamor that followed New burghs city manager was both praised and criticized for his As youll recall from the news stories the New York welfare board immediately declared sev eral of the Newburgh rules in violation andIstate board states right to claim some million a year in federal aid When Mitchell refused to back up on his rules the state went into court and obtained a tem porary injunction barring en forcement of 12 of the codes 13 provisions Newburgh city offi cials then filed with the court an interpretation of the code indicating an intention to soften some rules These developments in New burgh made a tremendous im pact on the country The inci dent came at a time when many persons had reached the con clusion that the nations relief prograst needed a complete overhauling In Iowa and a number of other states it developed that several counties had rules of their own not unlike those in Newburgh Others were prompted by the publicity to require work of the ablebodied on relief In other ways too there was a scrutiny and a tightening up of regula tions Newburghs city manager re ported receiving thousands of letters nearly all supporting his get tough policies National organizations representing every shade of opinion issued state ments praising or condemning his plan Sen Goldwatcr wished other cities would follow New burghs example Sen Javits dissented declaring that nation al application of the program be a grave reversal in liumane concepts of relief The controversy even figured in New Yorks recent mayoral election Three Republicans in the primary jointly pronounced that gainful work should be found for every ablebodied wel fare recipient Mayor Wagner of course held no such view as that Gov Nelson Rockefeller ap pointed a special investigating commission to make a broad study of public welfare He said H was time to obtain a fresh perspective on the entire wel fare question and that it was necessary to reassure the tax paying public that their dollars are being expended in a manner best calculated to further the social and humanitarian purpos es for which public assistance is organized The fact is that changes in the Welfare program had been un aer consideration by the Ken nedy administration ever since it took office on Jan 20 These plans were well along when the Newburgh
