years re porters with the GlobeGazette have been accompanying the Mason CityNorth Iowa Fair Youth Award trip to Chicago and writing about the kids Thats as it should be The trip is for the kids In the process however one important factor behind the unqualified success of the trip has been neglected That factor is the adult leaders who each year take a few days out of their busy schedules to oversee this undertaking This year Im going to fry to present a little insight into these leaders These leaders are no small part of this annual affair which is sponsored by the Mason City Chamber of Commerce By STAFF WRITER school offi cials from larger districts are groping to determine which stu dents will be helped where by their participation in the Ele mentary and Secondary Educa tion Act Leo Esbeck Venturas superintendent already has a program tentatively established for his district How can Esbeck and the Ven tura district be so far ahead of other districts in plans for the program Its because Esbeck doesnt have to concern himself with locating the districts lowin come students and also be cause he already has identified his educationally deprived stu dents Esbeck doesnt have to be concerned with who the low income students are because the Ventura district has only one attendance center for the elementary junior high and high school students As a re sult Esbeck will not even have to establish a district average or attendance center average of lowincome students since both averages would be the same Esbeck is fortunate in not having to do this preliminary work and he realizes it I can appreciate the problems some superintendents will face when they have to run the pro gram in one attendance center and ignore another center he says just glad I wont have that chore Esbeck wont have much trouble in identifying the young sters he wants to participate in the program either Thats be cause last year before he ever knew the district would be eli gible for federal funds the ris trict started employing an abil itygrouping system Under this system every stu dent in the Ventura school dis trict was placed into one of four categories depending on his abil ity as
