RONNALD H NESSEN WASHINGTON David Monroe Shoup of Battl Ground Ind began his stint a commandant of the US Marin Corps by shattering tradition and he has been upsetting leath erneck customs ever since When President Eisenhowe named the 55yearold Meda of Honor combat hero to b boss of the Marines in Augusl 1955 he passed over nine senio generals including the brothe of Air Force Gen Nathan F Twining then chairman of tin joint chiefs of staff BIFOC ALW promptly served notice that he didnt consider as sacred Ma rine traditions going back to the halls of Montezuma and the shores of Tripoli He told Ma rine officers to throw away their swagger sticks Rather than worrying with such flourishes he declared in what became known as Shoup manifesto those expeditionary creatures Marines should buckle down to selfless serv ice The former boot camp com mander now has taken his lat est swipe at tradi t i o n by abolishing closeorder drill He decided that leadership alertness and discipline coulc be and irregular ballots in Illinois could swing the states 27 presidential electoral votes from Sen John F Ken nedy to Richard M Nixon Meade Alcorn general counsel for the GOP national com mittee said that on the basis of ohthegrbund investigations I have no doubt that Illinois could wind up in the Nixon col umn Some of the votes in other states look equally suspicious The RepuKicaaeffieialraddedia a statement tMt recounts would be demanded in each case where evidence indicates fraud or irregularity in the 8 balloting All fairminded citizens in the states are determined to take every legitimate the twoparty vote was 50143 compared with 49857 per cent for Nixon This indicates that votes for major party candidates were more evenly divided than ever before The percentage differ ence of 0286
