RALPH CHAPMAN New York Herald Tribune News Service naming of James Killian as missiles czar a position which gives him author ity over the countrys missile program reminds many observ ers here that only in times of gravest emergency has such power been vested in a single individual The last time that a President of the United States felt it nec essary to take such action was during World War II Four men who exercised what amounted to dictatorship in as many fields were Julius A Krug Harold L Ickes William M Jeffers and Lt Gen then Major General Les lie R Groves These men had two things in None had even a slight technical knowledge of the area in which he was given complete control and all were administra tors of great ability Proven Administrator Here is where Killian differs As president of Massachusetts Institute of Technology Killian is both a proven administrator and t topnotch missiles man Krug who was to succeed Ickes as Secretary of the Inter ior became chairman of the Wai Production Board at a time the fall of 1944 when the operations of that powerful agency seemed hopelessly snarled He demon strated immediately an ability to get along with big business while wielding powers which no businessman felt should have been permitted government al any time Without the coopera tion of these who were making things Jthe WPB found its task immeasurably harder if not impossible What Krug did xwas to insis that his agency get out of the way of business and allow the economy of the country to func tion freely He won Wall Street and industrialist generally by dropping unnecessary wartime controls as fast as possible When the war in Europe ended Krugs was the only agency with a completed peacetime recon version program Member of Cabinet Ickes on the other hand was a member of the Cabinet long before the war and had duties previously unknown to the In terior Department forced upon him by the emergency that was triggered by Pearl Harbor Pres ident Roosevelt by decree ex tended his authority to include dictatorial rule over coal and oil the fuels vital to successful conduct of the fight on the far thest shores of the Atlantic and the Pacific Jeffers was drafted from his job as president of the Union Pacific Railroad to take control of the production and allocation of rubber He accepted the job while protesting that he knew nothing about from 4800 to 6100 All the school buildings have been redecorated and modernized in side and out and new lighting sys ems installed Movable seats have been pro vided for all classrooms visual aid Jhysically handicapped children New teaching methods have been adopted for reading arithmetic md spelling in the elementary grades science mathematics irt physical education speech md social science
