Its Army Versus Navy in Race to Fire U S Satellite Launching Likely in Few Weeks Pentagon in Speedup Drive FROM OUR WIRE SERVICES WASHINGTON Army space experts raced the Navy Satur day in a new allout effort to be first to shoot a US satellite up with the Soviet Sputniks at the earliest possible moment The Defense Departments sur prise decision to reverse itself and throw Army missile hardr ware into the program under lined the determination of the United States to catch up with the Russians and salvage lost prestige It also showed administration officials are trying to guarantee that a madeinAmerica Sputnik will be launched sucessfully per haps in a few weeks Predict Early Launching Scientists associated with the US satellite effqrt said Defense Secretary Neil H McElroys or der Friday for the Army to back stop the Navy Vanguard program signaled an early launching Bu they did not try to guess who would be first The Army said it is confident it can carry out the order to sup plement Vanguard with a scien tific satellite launched by a Jupi ter experimental missile The Army was reported to have had a satellite ready to go for six months at its Redstone Arsenal in Huntsville Ala William M Holaday McElroys guided missile director indicated the decision of who will be the Army or depend upon who has a satellite ready to launch first Navy On Schedule The Navy has been proceeding along a prearranged timetable that calls for sending up several sixpound test moons next month and a fullyinstrumented satellite in March as part of the Interna tional Geophysical Year The Arm ys Jupiter C is a three stage rocket which has flown as far as 3500 miles and as high as 600 miles from the Cape Canaveral Fla missile test range While this device bears the name of Jupiter it is only re motely related to the itcrmediate range ballistic IRBM missile which the Army has developed Actually the JupiterC vehicle uses an Army Redstone ballistic missile a much smaller weapon than the Jupiter as the primary power plant To this are added two additional power cluster of solid fuel rockets and a final stage made up of a small cluster of the same rockets Modifications Needed There was no immediate offi cial explanation of how the Army would set about modifying the JupiterC for the satellite launch ing job Several obvious meth ods were apparent including 1 Use of the method planned by the a satellite sphere in the nose of the last of the three rocket stages then re leasing it when the rocket reaches an altitude of between 200 and 300 miles and a speed of about 18000 miles per hour 2 Taking a leaf from a method used by the Russians in launch ing their Sputnik the ex pended shell of the last rocket stage as a satellite Into this shell could be mounted datareporting instruments The Russians used military rockets to launch their satellites Up to McElroys turnabout order this country had left military mis silery entirely out of the satellite effort Vanguard either was dead or has been or is about to be ejected from its flying doghouse was building up Saturday Warsaw Radio said in a broadcast monitored in London that a communique on an attempted ejection from the earth satel lite of the hermetically sealed container containing Laika the dog and bringing it down to earth is expected with great interest in Moscow There was no elaboration An official Soviet communique issued in Moscow early in the afternoon made no mention of the dog It confined itself to a re port on the orbiting of the two Russian satellites It was the second successive communique which failed to mention Laika The communique issued by the official Soviet news agency Tass said the satellite itself was in fine shape following its prescribed course around the earth Soviet diplomats presiding at an embassy party in London Friday night privately expressed the opinion that the dog would not last much longer They regarded the dog as a scientific ex periment and said it should be so judged by the world Embassy officials however wished they never would hear of the dog again All day and all night I have been besieged by doglovers one diplomat said I like dogs but this uproar has been a great surprise to us The Sputnik is a scientific success but thii dog business is very uncomfortable callers doesnt disturb me a bit I believe I have spent more time in the ot than most governors of the past That gives an opportu to meet people And I probably accept more engage ments at night than most gov ernors Again I enjoy meeting LOVELESS people The job is agreeing with him Loveless said because My weight has changed the wrong way Ive put on instead of taking off About the only exer cise I get is getting up and sitting down I like to play golf but I played only two rounds this year Gained 15 Pounds That prompted a question as to his vital statistics Loveless said he has put on about 15 pounds in the last year that he now weighs 175 pounds is 5 feet 8 inches and we are stillhopeful Crew of 8 Thirty six passengers and a crew of eight were aboard The Coast earlier reports of lightsspotted in the water at first believed to have been the plane Were thought lat er to have been those of a sur face vessel just past the midway point The military air transport plane that sighted the lights was flying from San Francisco to Hawaii the opposite direction of the missing plane A Coast Guard FlyingaWash in the vicinity and will investigate the lights The Air Force said the MATS plane first spotted one light be ween the clouds It signaled but here was no reply The Navy also reported sur face lights were sighted but said hey could not confirm they were rom the missing plane Search Craft The armada of search planes radioed from over the area where he lights were seen that nothing had yet been spotted and they were searching the area at 1000 eet Some 26 planes five Coast Juard vessels two Navy subma rines four merchant ships and he liner Matsonia joined in the search Two Pan American ilanes were scheduled to leave San Francisco and the Air Force and Civil Air Patrol units in Cali ornia had been alerted for added lelp The Coast Guard also said tha 4ir
