creek in the Liberator Village section of Fort Worth Tex Hundreds are homeless after hard rains caused streams in the area to spill Over their banks 73 Die in Southwest Storms Tornadoes Floods Hit in 2 States By THE ASSOCIATED PRESS The 3day death toll from floods and tornadoes in hardhit Texas and Oklahoma had been boosted to 13 Wednesday The 2 states estimated 13200 other persons homeless and 100 injured The latest of the tornadoes which lashed the southwest since Sunday hit both states Tuesday night At Spur Tex one woman was killed and 8 persons injured A farmer was killed by a twister xvhich skipped over into Okla homa from Stratford Tex and a tornado injured 9 persons in a crowd who were watching a soft ball game at Meeker Okla 5 Killed The death toll included 5 killed In Sunday nights tornado at Am arillo and 6 drownings at Fort Worth where large sections of the city were flooded and thousands of persons forced to evacuate their homes The Trinity river at Dallas was expected to reach a crest of 48 feet Wednesday 20 feet above Hood stage and the highest since 1908 The stream however still was within its 60foot levees Meanwhile a drastic chill that dropped temperatures 30 to 40 degrees from Tuesday began mov ing across the upper plains states Wednesday Snow and Hail The U S weather bureau re ported that the new cold brought snow and hail to spots in the MontanaNorth Dakota area Snow was reported in Billings and Great Falls Mont and at Willis ton North Dakota Aberdeen S Dak received 375 inches of rain mixed with hail Temperatures were 38 at Bill ings and Williston and 33 at Great Tornado Hits in Nebraska Hastings Nebr ans in the area 5 miles east of here Wednesday were sweeping up the debris left by a 40minute tor nado which swept down on them late Tuesday accompanied by 2 inches of rain and hail It cut a milewide swath from southwest to northeast causing an estimated damages at the Hastings naval ammunition depot At least 11 farms in the area were damaged severely but no serious injuries were reported Hastings itself was not affected At the depot roofs of the am munition buildings suffered ex tensive damage and 3 railroad cars were upset A barn and windmill were levelled at the farm of A E Van Arsdale near Inland At the farm of Cora and Stella Gallaher the twister tore out part of the north wall of the house uprooted trees and a windmill and hurled part of a henhouse high into the air The only injury was a slight head laceration suffered by Ed Paulus near Inland The wind struck him as he was entering the basement of his house from his yard He reportedly was carried 100 feet Falls Thundershowers wide spread throughout the central por tion of the nation from the Texas Panhandle north to the Canadian border but amounts generally were insignificant Sioux City Hit by Baby Twister wind storm tornado velocity damage Sioux City reaching near caused heavy property here Tuesday night Tha high winds sweeping through a blockwide strip across tjhe west side residential district downed dozens of power lines up rooted trees damaged scores of homes and demolished 2 garages No one was reported injured Several witnesses said the storm which seemed to move in a nar row path across the city They de icribed it as a baby twister Reds Throw Up Barricade on Autobahn Berlin UR Russia barricaded the autobahn from west Germany to Berlin against trucks Wednes day causing the first serious hitch in interzonal traffic since the soviet blockade of Berlin was lifted last week Soviet officials halted truck traffic on the broad highway at Heimstedt the checkpoint on the anglosoviet zonal border and chief gateway to the Russian rone bound for Berlin The Russian traffic officers de manded new entry permits issued by the German economic commis sion in the soviet zone The truck drivers did not have them and fumed angrily at a demand they regarded as wholly unreasonable In a few hours trucks by the hundreds dammed up behind the Heimstedt check point The fresh vegetables which many were car rying to Berliners who lived for nearly a year under the soviet blockade on dehydrated foodstuffs wilted in the broiling sun License Tags Aid in Arrest of Embezzler Because Sam Newburg motor cycle patrolman of the Mason City police department recognized a set of license plates though they were on a strange car Paul S Shanks 22 is in the Jefferson county jail at Failfield awaiting a charge of embezzlement of stolen property Newburg spotted a 1940 Pack ard coupe at 1st and South Fed eral Tuesday with Story county plates The numbers were the same as those supposed to be on a 1941 Mercury on which Shanks owed money to a used car dealer in Ames Newburg summoned aid and Shanks was arrested when he re turned to the car Chief of Police Harold E Wolfe said Shanks is also wanted in Nebraska for as sault Hisautq activr ity startedwhen he mortgaged a 1940 Dodge while working as a farm hand at Fairfield the chief said He traded it for the Mercury and drove the latter to California When it broke down coming back he traded for the Packard in Wy oming and kept the same plates Arrested with Shanks and being held for investigation is Don Tay lor alias William C Smith 36 Douglas Kans Smith said the pair had known each other for about a week and done farm work near Hay Springs Nebr recently He has served sentences for grand larceny illegal whiskey transport breaking and entering and forgery in 4 different states Chief Wolfe said Physician Testifies in Murder Trial Dr Rutledge Not Slated for Stand Until Thursday Cedar Rapids Robert C Rutledge Jr and his comely wife Wednesday displayed the warmest courtroom affection not ed since he went on trial nearly 3 weeks ago on charge of slaying her bachelor admirer The 28yearold St Louis phy sician and his wife held hands while a physician testified Dr Rutledge had a broken nose and many cuts and bruises last Dec 17 days after Byron C Hattman met death in a hotel room here At one point when his wife seemed nervous Dr Rutledge put his arm around her shoulder brief ly Their conduct was in marked contrast with a seeming coolness they displayed toward each other early in the trial Dr Joseph J Muenster assistant resident physician at St Louis city hospital was on the stand Wed nesday morning as the first of 3 doctors scheduled to testify during the day The defense contends Hattman died of an accidental or selfin flicted wound as the 2 men fought following an argument over Hatt rrians attentions to the doctors wife The state claims Hattman was slain without a chance to de fend himself Dr Muenster said he attended Rutledge after he was taken to he hospital in convulsions as the of drugs he took when po ice came to arrest him early Dec 17 Dr their occupation zones a large degree of responsi bility for governing themselves Vetoes 3 Bills Signs 16 Others Beards ley Disposes of Last Piece of 1949 Legislation Ues Moines William S Beardsley Wednesday vetoed 3 legislative bills and signed 16 others This disposed of the mea sures left with him when the 1949 legislature adjourned last month One of the bills vetoed was a measure to increase the annual motor vehicle license fee for hearses The bill had been er roneously reported previously as signed The governor said the mis take was the result of a clerical error in his office One of the other bills vetoed would have provided that a refer ence in one law to another shall be a reference to any subsequent amendments Other Measure The other measurevetoed would have required insurance compan ies and associations to report their agents and pay fees for licensing purposes The governor said he disapproved this bill because ii appears that the bill permits mis representation of agency by former agents of companies for long per iods of time after the termination of agency by refusal or failure to return licenses Most important of the bills signed was one to provide a shor form for state income tax returns Among the other new laws are those to Library Bill Increase from i to one mill th permissable tax levy for contract for library services between citj and towri public Washington bill intend ed to halt what its backers call cigaret bootlegging into tobacco tax states landed in the senate Wednesday The house passed the measure Tuesday after hearing estimates that mail order shipments of cig arets from tax free states cos states with cigaret taxes some a year in lost revenue The bill would require person selling cigarets in interstate com merce to report the Plan Chicago UR The order of Rail way Conductors Wednesday called off plans for a strike of all sleep ing car conductors in the United States and Canada The union and the Pullman company announced settlement of a labor dispute In a joint state ment they said the agreement was reached through services of the national railway mediation board The 2 sides had squabbled over interpretation of a complicated set of working rules under special operating conditions for Pullman conductors All disputes were set tled except some in Canada which will be referred to the special ad justment board fc Congressional Unit Orders B36 Tests Washington UR The house armed services committee Wed nesday ordered the defense de partment conduct impartial tests of the air forces B36 against the navys best jetfighters The showdown test was ordered after the navy claimed officially that it has a jet fighter which can intercept and shoot down a B36 It had challenged the air force to put the B36 to a test but the air force had remained silent Chairman Carl Vinson told his armed services committee it was time the American people got a satisfactory answer to the controversial question whether tho 6motored bomber is as the air force claims almost impossible to intercept Vinson said the committees ac tion was in the form of a resolu tion adopted unanimously Navy Runs to Shanghai Are Cut Off Communists Not Yet Able to Throw Shells at Traffic on River Shanghai UR Communist troops pressed close to the east bank of the Whangpoo between Shanghai and the sea Wednesday cutting off daily U S navy runs into the besieged city The new communist drive all but encircled Shanghai completely on the east leaving only an 8mile corridor on the west bank guarded by the powerful artillery of the Woosung forts At last reports the communists were 5 miles from the east bank of the Whangpoo after a wide wheeling motion south around Shanghai which carried them through the Pootung district across the river frflm Shanghais down town section Infiltration The exact point at which the communists threatened the east bank could not be determined However the force was believed to be composed of infantrymen following the favorite communist tactic of infiltration Although the daily run of an American navy LCI up the Whangpoo to Shanghai was can celled Wednesday 2 Chinese ves sels carne in Wednesday morning and 2 more were scheduled to go out Wednesday afternoon This Chinese traffic indicated the communists have not yet been able to bring up the necessary ar tillery to blast river Search for Lost Couple From Humboldt Chicago guardsmen Wednesday gave up the search over Lake Michigan for an air plane in which Mr and Mrs Jack Russell Humboldt Iowa disap peared May 1 A spokesman said a 2day search of a 10squaremile area failed to produce any trace of the plane A fragment found earlier had led searchers to believe that the plane fell into the lake The coast guard said the
