program for a fiveyear extension of the reciprocal trade law has passed its first big congressional test The administration trade bill ii still a long way from enact ment A big battle looms when the measure goes to the House for consideration next week Then it must clear the Senate With Democratic leaders crack ing the whip the House Ways and Means Committee late Thurs day completed action on an
