up the newly established Republic of Indonesia have caused me to doubt whether Communism will ever have more than a passing appeal Three times within the past five years I have had the great privilege and it was that of playing host to followers of the Moslem faith Once it was a student from Syria once it was from Dacca capitarof East Pakistan once and most recently it was an em ploye of the United States In formation Agency from Quetta a little city near the Afghanistan border in West Pakistan Fortunately for me these three followers of Mohammed variously known as Moham medans Moslems and Muslims were men of pronounced intelli gence Their understanding of their religion was such that I was able to draw from them some of its cardinal tenets It goes without my saying it that we conversed in my language not theirs Each was remark ablyarticulate in English his second language IN BALI Java and Sumatra I had not been so fortunate The Indonesians with whom I asso ciated were faithful Writer DES MOINES Atty Gen Norman Erbe Monday struck a crushing blow to the Present operation of fiscal igents in Iowa in one of the most sig nificant opinions he has made ince becoming attorney gen that a fiscal agent isually a bonding company cannot enter into a contract with a city or town to handle such chores as compilation of acts figures and data on a proposed bonding issue and sub sequently bid on or purchase all of a bond issue This far reaching opinion affect several hundred owa communities The opinion skirts the issue as o whether or not the appoint ment of a fiscal agent is justi icd for performing various ies in connection with a pro osed bond issue However it s crystal clear that if a com munity does appoint such a fis al agent it cannot lawfully ntertain his bid or contract ale of the bonds to such fiscal AS TO OTHER political sub divisions Erbe said the an swer is even more clearly in the negative This office has for a number of years been of the opinion that such a contract with a county is Erbe also said that school districts cannot employ fiscai agents Sen David Sbaff requested the opinion was the chief sponsor of a bill which would have banned use of agents The ney generals opinion virtually will have the same effect as the bill if it had passed Another important point made by Erbe was that even if facts exist warranting the appoint ment of a
