Ahead WASHINGTON UP Congress was off on a 10day Easter hol iday Friday It bad little major legislation to show for three months of sessions this year and plenty to do when it returns April 9 Ahead are such potentially ex plosive electionyear issues as farm social security foreign aid education highway housing and possibly civil rights and tax re duction legislation This recess is the first and probably will be the last long hol iday for the legislators most of whom are anxious to get home early in the summer for political campaigning Most of the legislating since the session started Jan 3 has taken place in the House The Senate while in session longer has spen much of its time on a limited number of subjects Month on Debate It spent a month debating a bill to exempt natural gas producers from direct federal controls only to have the measure vetoed by President Eisenhower The Senate took the best part of another month debating the farm bill It passed a measure which a SenateHouse committee is rewriting There have been GOP predictions that it too will draw a veto The House had acted last year on both farm andnaturalga legislation Another Week of the Senates time was consumed by discussion of proposed changes in the elec toral college system after which the whole issue was sent back to committee for more study The House meanwhile passed six annual appropriation bills one of which has cleared the Sen ate and an assortment of miscel laneous measures some of which still require Senate action 2 Major Bills The official congressional calen dars list only two major bills having clearedboth the Sen ate and the House this year One would extend existing corporate and excise tax rates and the other would exempt farmuse vehicles from payment of federal gasoline and oil taxes Eisenhower has nbl yet acted on either but is ex pected to sign both He recom mended them Other measures sent to Eisen hower during the year include the Upper Colorado River Water Storage Act a bill to extend the school milk program several measures providing federal loans and credit to areas hit by dis asters a bill continuing the fed eral polio vaccination program and a bill revising the formula for taxation panics of insurance com Tentatively billed as the first major measure when Congress re convenes is the controversial farm bill The basic issue here is whether there shall be high rigid price supports for farm products as favored by most Democrats or flexible supports as advocated by the administration Several other issues are likely to keep the farm fight flaring results FHA IOWA CONTRACTORS OIL TANKER show the huge hole ripped in the side of an oil tanker Thursday night by an explosion The ship was taking on fuel at a Bayside dock No cause of the blast could be found Two Blast Rips Tanker 2 Injured BAYTOWN Tex spec tacular explosion and fire Thurs day night blasted a gaping hole in the side of a oil tanker the Eso Patterson and sent twc crewmen to the hospital The explosion rocked this city on the industrylined Houston ship channel and was felt in the Houston suburbs 25 miles to the AP Wirepholo crewmen were injured The explosion was heard in Houston 25 miles away Baytown residents at first feared another Texas City disaster west High Flames The blast and orange colored flames 300 to 400 feet high caused near panic in this explo sionpotent oil and chemical city 20 miles from Texas City where a ship explosion killed at least 510 persons in 1947 The tanker was moored port side to the dock and the explosion occurred on the ships starboard side Fire shot out over the water and away from the inflammable installations along the dock The tanker was taking on kero sene at a dock from the huge Humble refinery one of the worlds the blast ripped a hole 12 feet wide and 30 feet deep extending from the water line to the deck on the starboard side of the tanker No Estimate Officials declined to estimate the loss but a crew member said the damage to the tanker was heavy with the ships plates torn and bent The injured crewmen were Chief Mate Howard McCartney 31 Lowell and Seaman Motor 48 Brooklyn N Y Both were injured when they jumped from the blazing ship to the dock 30 feet below McCart ney suffered a compound fracture of the left leg Motor complained of severe abdominal pains Arrested Pair Comes Prepared for Jail Chow HARRISBURG Controversy Over Housing DES MOINES UP Frank C Wahrman head of the Federal Housing Administration here said Friday he had requested the re moval of several of his section heads on the ground of laxity in enforcing agency construction regulations FHA headquarters in Wash said Wahrman has been asked to concur in my rec ommendation that these execu tives of the Des Moines office be Wahrman would not say what officials were involved FHA has about 50 employes in the local of fice and several are designated as section heads The Des Moines FHA chief said that those involved were heads of technical sections If Washington concurs in Wahr mans decision the men could be removed But he pointed out the section chiefs concerned could ask for a hearing and present evi dence in their own behalf I do not want to name those whose removal has been re quested at this time In fact I have not yet notified any of them of my request to remove You can be continued Wahrman that my action has been taken with the best interests of the house owners the public at large and the government very protected It isnt fair to have one contractor do what the gov ernment tells him and another Allowed tp operate Resent to exert any political pres Complaints on Wahrmans rec ords concern such things as de fects in concrete floors ceilings windows and plaster to light much in The dispute came Thursday when statements were issued by the Iowa FHA di rector a Des Moines contractor and two top officials of the Iowa Republican Party Frank C Wahrman head of the FHA office criticized some unnamed officials of the state FHA organization who he said should be removed or demoted He did not disclose any names Wahrman who became direc tor in 1953 said that a Des Moines area contractor after being virtually ordered to do so made corrections of defects in 40 houses in the last year FHA Severe A statement that FHA had been unusually severe in the last two years was issued by Robert K Stout president of Commu nity Home Builders whose company has built about 250 liouses in the south section of Des Moines There were reports that com plaints of contractors had been sent to Iowa Sens B B Hicken ooper and Thomas E Martin received about 30 letters a day from1 correspondents from virtu ally every state in the union She was accused of soliciting money to visit the men towhom she wrote but never made any 1 trips Returns Stinsons Bonus Abstractor Testifies Pierson said later ELDORA former Hansell abstractor testified Friday he re turned a check to Franklin County Attorney Keith J Stinson for abstractor work be cause it was not worth The testimony was given by Rex Robinson now Hansell post master in the District Court trial of Stinson 31 charged with con spiracy Robinson testified he prepared at the request of Stinson two ab stracts on two Franklin County farms owned by Mrs Grace Pot ter Miller Ackley widow Stinson is accused of conspiring withGeorge B Dewey a lecturer to defraud Mrs Miller of Dewey pleaded guilty last Decem ber and is serving a fiveyear prison term Court Adjourned After Robinson and two other state witnesses testified Friday morning Judge S E Prall ad journed court until Mon day Robinson said that on Nov 26 1954 Stinson ordered an abstract on Mrs Millers 120acre farm and on Dec 14 1954 a similar abstract was requested on her 320acre farm In March of 1955 Robinson said he received from Stinson a check for as a bonus for getting out these abstracts The witness said he returned the check by mail Robert H Isehsee vice presi Home Trust Co of Mason City testified Stinson came to the bank on Jan 27 1955 presented a check for and asked for three cash iers checks He said Stinson was identified by an uncle Ira Stinson of Mason City a stockholder in the bank Issued Checks Isensee said the checks were is for in the name of Grace Potter Miller a second for to George B Dewey and a third for to Dewey An agent of the Iowa Bureau of Criminal Investigation M D Huffman of Des
