BPresident Kennedy asked Congress Wed nesday for a drastically re vamped longterm foreign aid most sweeping overhaul since the Marshall Plan was started in 1948 It would include billion in fiveyear loan authority to meet thc crucial decade of de velopment abroad The President put no over all price tag on his program But officials figured the five year total would r u n several times the billion proposed or economic development loan overseas For the coming year the pro gram would equal the S4 billio sought by former Presiden Dwight D Eisenhower for for eign aid In a special message to Con Navy base in Cuba a big one Activities go on as usual By MELVIN IRISH WASHINGTON At the southeast end of Cuba in the Caribbean tropics lies a patch of land and sea where every prospect pleases Geographical ly that is The United States naval base on Guantanamo Bay has the advantage of an exceptionally good harbor weather that is al most invariably perfect for training and everyday activities The disadvantage is that an unfriendly Cuban regime is calling for American with drawal It already has taken steps to control the water sup ply and to regulate the Cuban labor force needed for base re pairs and maintenance GUANTANAMO is a keystone of United States defense in the Caribbean It guards the nar row Windward Passage through the chain of West Indian isles that faces the Atlantic Only 800 miles away lies the vital Panama Canal the National Geographic Society points out The base overs 45 square miles of deep bay and hilly land It isjeascd by the United States under treaties that grew out of the SpanishAmerican War which gave Cuba its in dependence from Spain The lease provides for an annual treatyset rental of 2000 gold dollars and cannot be broken without mutual consent
