welfare state was buried Thurs day in the Northumbrian vil lage of Birtley Members of his family and close friends traveled to the tiny village to take part in final services for the man whose work spurred almost every piece of British social legisla tion in the 20th century Beveridge a gaunt white haired man with a large nose died Saturday at his home in Oxford He was 84 North Iowa Fair through
