Commentary By W EARL HALL Editor and Publisher BROADCAST SCHEDULE One final plug for city manager plan BEFORE 1 BRING THIS 20 year series of onceaweek commentaries to a close later this month I would like to get m a final plug for the City Manager form of government or CouncilManager Plan as it is more accurately identi fied There is I should admit however a certain measure of embarrassment in it for me My own community had city managership for 18 years In a small way I had helped bring it here in 1927 and in a larger way I contributed to its aban donment in 1945 through not be ing more insistent editorially on a better program of public relations by our City Man agers This leads me to the obser vation that when a community abandons the City Manager Plan the reflection is on the community not on the City Manager Plan It is no longer on trial It has proved itself The oftdemonstrated fact is the City Manager plan stands as the one best tool yet devised by man to promote good business principles and practices in the vastly important business of municipal government But as in the case of good tools in the hands of poor crafts men in other areas its possible to get bad results from good tools Thats precisely what hap pened here In the death knell election only one out of three eligible voters among my own neighbors was concerned enough to go to the polls What other type of business enterprise would prosper in the face of such apathy Those with a real or imagined were out in force but our self admitted sound citizens stayed away in droves Before adopting the City
