Thursday that it will negotiate for a merger with the Chicago and North Western Railway on a plan that would give share holders of North Western common stock a for I exchange and Milwaukee Road shareholders a 1 for 1 ex change Milwaukee Road directors approved continued negotia tions on the plan but said that it was conditioned upon a satisfactory solution of re maining problems including Milwaukee Road insistence that the preferred stock of each company be handled so as to reflect the superiority of Milwaukee Road preferred stock Leo T Crowley board chair man and William J Quinn president said the 22member board of directors approved the recommendations unani mously North Western directors meeting at the same time were hesitant They said the treatment of securities was a Kennedy Thurs day asked Congress to delegate to the secretary of ag riculture and to the farmers themselves authority to draw up and put into effect programs to raise farm income Congress itself would retain only the power to veto a pro gram it did not like Kennedy made this proposal to shift the farm program making process from the lawmakers to farmers and the secretary in a special farm message to Congress He said he was concerned that present farm programs are drifting into a chaotic state The President also outlined plans to greatly expand dis tribution of food to the needy at home and abroad No cost estimate was given for the overall provisions of the complex proposals Kennedy said effective action to bolster the farm economy is essential if the nation itself is not to be threatened Painting Des Moines ice chief loses job DES MOINES Moines Police Chief Howard R Eide presently the center figure in a police department scandal in volving alleged misconduct was fired Wednesday City Manager Elder Gunter announced that Eide who had said only a few hours earlier that he would not resign would be assigned to the departments training division GUNTER SAID that fie had offered Asst Chief Malcolm Dailey appointment as acting chief but that Dailey declined and asked instead that his re tirement be made effective im mediately Gunter then announced that Capt Vear Douglas would be appointed acting chief effective Thursday EIDE WAS removed as chief Gunter said because he has not provided the leadership nor does he command the respect of the department Gunter said he took the step with great regret and that he has great personal respect for Eide The city manager said Eides removal certainly does not implicate the former hief in any wrongdoing or mis deeds a picture of low incomes and dwindling rural buying power the President said it is deeply in the interest of all Americans that our agriculture be not only progressive but prosperous Broadened use of authorized to use a wideranging kit of ools in the proposed programs The tools would include market ng quotas based on bushels tons or other units of production overnmentfinanced price sup ports
