William Tyler to Georgi M Kornienko minister counse lor of the Soviet Embassy The State Department an nounced thatTyler delivered a strong oral protest Tyler also expressed the Sgovernments regrets that the plane became lost and in advertently crossed the demar cation line This was the second incident of this kind in six weeks and the wording of the US protest after the Soviet destruction of a
