Attociattd Pttu United Full Wires Ask Justice for Evidence of RFC Plot Dunham Told to Quit He Says i Copy MASON CITY IOWA TIIUKSDAV MARCH g 1951 Washington vestigating charges on RFC lending asked the justice department Thursday to search its record of hearings for evidence of perjury tax evasion or other vio lations of law Chairman Fulbright DArk announced his senate banking sub committee had voted unanimously to ask for the inquiry It has been supplying the justice department a daily copy of witnesses sworn testimony The decision came after a priv ate huddle of the senators Fall Guy Earlier they had held a short closed door crossexamination of RFC Director Walter L Dunham and had quoted him as saying a fellow board member urged him to resign and become the fall guy in the subcommittees in vestigation Fulbright said Dunham named Director C Edward Howe as the man who made the proposal Another subcommittee member Senator Capehart said Dunham used the words become the fall guy in describing the in cident He said Dunham filed documents with the subcommittee to back up his story Fulbright said Dunham made a trip to Flori dp recently and before leaving dictated a letter of resignation but did not file it Fulbright continued Dunham said Rowe called him In Florida and told him this whole thing could be solved if he would file some memoranda along with his resignation The memoranda were dictated by Rowe To Take Blame Dunham Fulbright said handed the memos TO the subcommittee and the gist of it was that Dun ham was to take all the blame Capehart called it a case of one director trying to force another director out and suggesting that he become the fall guy He said Kowe will be asked about it later Rowe is scheduled to be one of the windup witnesses in the sub committees investigation of al leged favoritism and influence in the making of huge government loans No date has been set defin itely for his appearance It was the 2nd successive closed door session the senators have had with Dunham a 68 year old for mer Michigan banker He told them Wednesdayhe believes a group of men close to the white house had tried to use him but declared he had never Voted to County Aides Des Moines Iowa house voted Thursday to include county attorneys in a bill pro posing salary Increases of 5800 a year for all county officials The vote was 80 to 21 About half a dozen other amendments remain to be acted upon before the measure comes to a final vote Des Moines IP The Iowa houue Wednesday adopted and by a whopping majority the appar ent 1st step in the nation toward gearing public employe salaries to the federal consumer price index The action came toward the end of a long day in which the house finally voted also overwhelming ly to give most county writ ten into the bill a ceiling of 4000 000 on the armed services This action Wednesday was taken over the objections of the Pentagon which wanted no manpower limit The major battle remaining in the senate is on whether to start eventually a longterm compulsory military training program that would include all young men as they become 18 years old Senate Group Revolts Wants to OK Troops Washington a coalition in control two senate committees voted 1410 Thursday for requiring both senate and house approval of any assignment of American troops to the North Atlantic defense force By the same vote the senate foreign relations and armed services committees approved a proposal by Senator Knudson Gets Action on Hansell Bond Threatens Speech on Girl Athletes Des Moines town o Hansell in Franklin county whos girls basketball team recently wa enshrined as state champions go more attention from the Iowa leg islature Wednesday While the girl basketball player were keeping the Hansell citizen in a dither until they won thi state crown a bill correcting a le gal technicality having nothing to do with basketball had nearly been forgotten Hansell voted in bonds last year for school improvements but the bonding company though there was some defect in the pro ceedings The Iowa house passed a legalizing bill which came up for action in the senate Wednes day Iowa to Give 150 Officer Recalls Des Moines JP The Iowa military district said Thursday that based on past calls Iowa probably will furnish approxi mately 135 1st and 2nd lieuten ants and 15 captains in the latest army recall of reserve price index feature When the price index amend ment was filed about two weeks ago and even until the discussion on it began Wednesday there were few of the lawmakers who gave it any chance of approval How It Works The proposal would work like this The salary increases ap proved Wednesday and otherwise present ones would become the base pay In March of each year beginning next year the state auditor girl ath letes and the work of the Hansell girls in particular unless the sen ate took some action on the bill Sen Frank C Byers RCedar Rapids chairman of a judiciary committee agreed to call his com mittee into session so that the bill could be reported out The report was favorable but Sen Thomas Dailey DBurling ton asked whether he had a right to object on the grounds that Han sell beat out the girls of Sperry in Des Moines county in the last Lodge RMass to put the senate on record as saying European nations mustmake the major contribution to ground forces under the command of Gen Dwight D Eisenhower This reversed a 1212 tie vote by which a similar proposal by Lodge was defeated Wednesday Demos Outvoted Chairman Connally and 9 other democrats were out voted in the two moves by a coal ition reported to have been made up of all of the republican mem bers of the joint group plus 3 democrats Although Connally refused to make public the roll call the 3 democrats were reported to have been Senators George Byrd DVa and Stennis CD Miss Eleven republican votes were registered but Senator Vanden berg ill was not recorded The proposals were written into a resolution which Connally and Maximum Minimum At 8 a m YEAR AGO Maximum Minimum SENATOR VD1GIL CHAPMAN Sen Chapman Is Killed in Collision Washington Vir gil Chapman veteran member of congress from Ken tucky was injured fatally early Thursday in a collision of his automobile and a trailertruck and absent He was a democrat Chapman died at Bethesda Naval hospital about 7 hours after the accident which occurred o Connecticut avenue in the north west section of the city Adm M W Willcuts com manding officer of the hospita said Chapman suffered seriou lung and other internal injuries Although Chapman was serving his 1st term as a senator he hat been a member of the house fo 22 years before he moved up tc the senate in 1948 He succeedec Vice President Barkley when 3arkley was elected vice president He defeated former Republican Senator John Sherman Cooper who is now a state departmen consultant His death cuts the democratic majority in the senate to one leav ing a 4847 margin Democratic Governor Gov Lawrence W Wetherby of Kentucky is a democrat and thus presumably will designate another democrat to succeed Chapman until an election is held The senate arranged to recess for the day shortly after Chap mans death was announced Chapman a resident of Paris Ky was bom in Middleton in that state He was graduated from the University of Kentucky 1918 Chapman apparently was en route from the outskirts of the city to his room in the Army and Navy club downtown at the time of the accident His office said it had no information on where he had been until the early hour The truck driver in the col lision William D Moore 46 of Washington escaped injury Car Smashed A police report on the accident said Chapmans car was badly smashed and a rescue squad sum moned from suburban Bethesda Md had to pry open a door to get Chapman from the wreckage As a member of the armed serv ices committee Chapman spear headed the senates passage in 1949 of legislation giving millions of persons in the armed services sway the minds of jurors away from the fact that a terrific fight occurred Seven members of the 9mem ber court heard the appeal argu ments Justice G K Thompson who was a resident of Cedar Rap ids at
