ADREN COOPER WASHINGTON AP In formed sources said Saturday there has been no indication that Indonesia plans to take over the operation of US oil companies The lliree American compa nies with substantial oil invest ments in Indonesia Standard Vacuum Caltex and PanAmer ican Indonesia have a profit sharing arrangement with the government It is this builtin safeguard that may be protect ing them against seizure The Indonesian government was paid million in royal tics Jast year under this ar rangement Authorities at the Commerce and State Departments said it is difficult to estimate the US investment in the stormy South east Asian country because of fluctuations in Indonesian cur rency and the nature of the oil enterprises For instance a State Depart ment official said total US investment may be as much as S500 million with petroleum enterprises accounting for million or more On the other hand the Commerce Depart ment listed US investment at million in book value at the end of 1963 The book value is the amount the company lists for its properties and in many cases is far below the market value The Commerce Department listed only million worth of investment in manufacturing industries The Indonesian government said last week that USopera ted rubber plantations valued at million to million would have to be operated by Indone sians although it denied gov ernment confiscation The government moved in similar fashion some years ago when it took over British rubber operations Thp estates were never returned The US rubber operations in Indonesia have been declining while oil enterprises have been expanding Goodyear Rubber Co said rubber it produced in Indonesia was sold to other countries and that none of it was consumed by its US plants Synthetic rubber rapidly has been replacing natu ral rubber in the United States since World War II The US Rubber Co the oth er major rubber firm operating in Indonesia said there has been no profit from its opera tions in the country for several years Standard Vacuum Esso Standard Eastern Inc and Cal tex which is a subsidiary of California Texas Oil Corp own most of the Americanoperated oil enterprises in Indonesia operations of PanAmerican a subsidiary of American Interna tional Oil Co are primarily ex ploratory The Shell Oil Co also is be lieved to have extensive hold ings in Indonesia It is primarily a Dutch and British company although its operations extend over the world and it has manjr US investors Joint U SSoviet aid plan proposed WASHINGTON W Fulbright ioint USSoviet ventures in
