Soviet spacewoman Valentina Tereshkova to East Ber lin Friday in an attempt to offset President Kennedys triumphant visit to West Berlin Observers said the Soviet lead er will have to do something spec tacular to whip up enthusiasm among the East Berliners There has been speculation that Khrushchev might reveal a new Soviet policy on Gentian prob lems But the general feeling is that he is too busy disputing with the Red Chinese to take on the West for a new period of acute tension There is little chance however that even the 26yearold space woman could bring out the crowds or arouse the enthusiasm that greeted Kennedy in West Berlin Wednesday Gerhard Goetting an East Ger man Communist party official said during a roundtable discus sion with East Berlin newsmen that The visits of Khrushchev and Kennedy cannot be com pared Khrushchev said Goetting was coming to support East Ger manys policy of peace as well as to honor East German Com munist boss Walter Ulbricht who be 70 Sunday Kennedy did nothing but aid the West German militarists who want to start another war He never said a single word in West Berlin about the necessity of keeping peace in the world Goetting said Khrushchev is scheduled to land at Schoenefeld Airport on the out skirts of the citys Soviet sector and drive in a motorcade to the East Berlin city hall the East German news agency ADN re ported Khrushchev will be given a re ception by the city government then go to Ulbrichts residence It was not known how long Khrushchev would stay in East Berlin Western observers said the Khrushchev visit was an at tempt to counteract the over whelming reception Kennedy has received in West Germany They said that Communist dis may over Kennedys sevenhour Wednesday visit was reflected Tuesday when Red border guards slowed Berlinb o u n d traffic The guards at checkpoints at each end of the 110mile high way to the city delayed buses up to two hours at the West German end and up to Wi hours at the Berlin end as they asked travelers if they were entering the city for the Ken nedy visit A warm demonstration of friendship of the German and American people during the visit of President Kennedy ap Pacific deal rail offer no bluff j Backed by man with big ideas By ROGER LANE AP Business News Writer NEW YORK AP A new rough and tumble note has been injected into the railroad merger picture in the West by the Chi cago Nortji Western Railway The headed by ambi tious Ben W Heineman a Chi cago lawyer Monday challenged two of the nations richest and most powerful roads the Union Pacific and Southern Pacific in a bid for control of the Chicago Rock Island and Pacific Railraod Only last month boards of the Union Pacific and Rock Island proposed a merger that would in volve sale of nearly onehalf of Rock Island trackage to the South ern Pacific Heineman at CHICAGO board of directors of the Rock Island Lines voted unanimous approval Thurs day of a plan for merger with the Union Pacific Railroad The board announcing its ap proval of a consolidation said that another merger plan which was proposed for the Rock Island and the Chicago and North Western Railway was considered before the vote was taken on the Union Pacific proposal But the board said it decided that the Union Pacific merger plan was in the better interest of Rock Island stockholders The merger plan approved would be based on an exchange of one share of Rock Island stock for 718 share of Union Pacific common The directors specified that the exchange be nontaxable to Rock Island shareholders ALC vote favors new liquor law a recent The plan Includes provision that Rock Island tracks south and west of Kansas City Mo would be transferred to the Southern Pacific Railroad R Ellis Jonnson Rock Island president told reporters that the next step will be to file a merger application with the Interstate Commerce Commission approve of the new Iowa liquor law was among the items passed by the Iowa district convention of the American Lutheran Church at the closing session Thursday A motion which deeply re grets the recent liberalizing and greater availability of in toxicating beverages was beat en down on the floor of the con vention at Wartburg College In its place was substituted a resolution which recognizes that the new law might result in in creased consumption but would probably result in better con trol and better enforcement One of the key spokesmen for the substituted resolution was Gary Woodward county attor ney of Muscatine County He told the delegates that enforce ment will be
