Presi dent Kennedys latest executive orderhot off the White House out a dozen easytotake steps for getting an executive order to the Presidents desk The White House produced the new order Tuesday the last sent to Kennedy under a 14yearolc order on orders From now on when a govern ment agency wants the President to issue an executive order or a proclamation the outfits boss must supply a letter explaining and justifying the request This has been the practice the White House said The new order limply makes it formal A few things to watch in whip ping up a proposed executive or der and punctuation Un der provisions of the order the style has to conform to the Gov ernment Printing Office manual title A proposed order or proclamation has to have a suit able one names They must be spelled in line withthe deci sions of the Board on Geographic Names paper its on Proposed executive orders and proclama tions shall be typewritten on pa per approximately 8 x 13 inches shall have a Staff Writer A pretty darkhaired girl from Britt arid a snappy synchronized band from Illi nois took over the Iowa Band Festival spot light Tuesday night that had centeredoh Meredith Willson and the Music Man stars most of the day Vicki Ross a fine musician in her own right was crowned queen of the 1962 Music Man Band Festival at Roosevelt Sta dium before a capacity audi ence of about 15000 It included 119 bands and a large number of press and Hol lywood personalities The Lockport Township High School Band of Lqckport HI won thevstiffest marchingband coatest in the nation against 28 top bands from across the coun try By winning first 113 mcmber Lockport unit clircbted by Ernest O Carieva earned more anmusic in strumerits arid a trip to Chicago New York and Philadelphia and Washington where per form for President Kennedy Meredith Willson Mason Citys own Music Man who wasthe honored guest during the day placed the crown on Miss Ross arid a big kiss on her cheek Its been so wonderful so nice I cant seem to say any thing more Vicki said after master of ceremonies Ken Kew announced her as the new Miss North Iowa She choked back tears of joy Vicki was escorted to the center of the field by Elaine Douglas Osage the 1961 Miss North Iowa Miss Ross daughter of Mr and Mrs Don Ross is a senior at Britt High School Her musical background fittingly enough in cluded first chair French horn bass sextet vocalist with the swing band the mixed chorus vocal trio and the glee club She also was a baton twirlcrand a cheerleader Second place in the band com petition went to Bossier City La which will receive a elec tronic organ third place Leba non Pa a stereo tape recorder fourth place Plainview Tex 100 music stands valued at fifth place Sydney Lanier High School Montgomery Ala a directors stand valued at The Lockport band which inci dentally was the only group whose emale members wore skirts in stead of the more familiar band slacks stressed musicianship rather than showmanship in its preparation for the contest ac cording to director Caneva Im not opposed to showman ship the 54yearold Caneva said Tuesday night but the mu sic does suffer if there is too much show We concentrate on playing a sweet bit of good mu sic We put in about 16 hours a week in rehearsals this spring Caneva said We practiced what ever time we could sandwich in Between the baseball games and the track meets A lot of the men n the band also participated in hese sports he explained The winning band announce ments were made by Earl Hall general band festival chairman and the awards were
