20 Viet Cong Wednesday in the Chu Lai sector 52 miles south east of Da Nang without suffer ing a single casually This ap peared to be the biggest toll ever taken of the Red enemy by American ground forces on such patrols North of the border Commu nist gunners downed two U S Navy planes during a raid on a radar station about 70 miles from Hanoi A rescue pilot said there was no chance the five American crewmen could have survived Dispatches from the central highlands told of heavy govern ment losses in a Viet Cong at tack on IhD district town of Le Thanh and a triple ambush that followed in which the death of two Americans an officer and anenlisled man was re ported Tuesday More than 175 South Vietnam ese troops were killed or miss ing as a result of the overrun ning of Le Thanh and the re peated bushwhacking of govern ment forces on the road from Pleiku 25 miles to the northeast The two crashes raised the total of US dead in combat in Viet Nam to 403 since December 1961 The two planes were both from the 7th Fleet carrier Mid way They were lost in an at tack on a radar installation on the coast about 70 miles south of Hanoi An A4 Skyhawk with one pilot aboard plunged into the sea about a mile off the coast No parachute was observed A few minutes later a second plane a modified Al Skyraid er with four crewmen aboard was hit and crashed about half a mile inland a military taxes through a withholding system in 1966 under a bill that was on the way to Gov Harold Hughes desk Wednesday They also will be paying under the old system the tax due on their 1965 incomes The measure a keystone of Democratic plans for financing their million annual budget was passed by the House in a night session Tuesday Democrats are counting on a windfall esti mated at about million for the next biennium to pay for the bulk of the capital improvements at the various state institutions The lawmakers have passed House OKs vocational school bill DES MOINES ap propriation of million to get started on construction of a statewide system of area voca tionaltechnical schools and jun ior colleges won House approval 1046 Wednesday The measure goes to the gov It was the heaviest loss of the guerrillas overran a district headquarters near Pleiku But US para troopers in another action Tues day night turned the tables on the Viet Cong and ambushed them killing four Troops of the 173rd state More could be built provided enough federal and local funds are forthcoming to supplement the stale appropria tion The legislature earlier enact ed a bill that would allow coun ties to join together in an area for trie purpose of establishing vocational technicals Schools The area could levy up to three fourths of a mill ofproperty tax for construction of the schools If bonds were issued they would have to be retired within five years because the measure provides that the levy for con struction could run no longer Rep Al Meacham DGrinnell said it is anticipated that about million will be made avail able by the federal government in the next two years for con struction and administration of the vocationaltechnical schools Scherle said in urging adop tion of his amendment that southwest Iowa has been left out bills calling for some million in expenditures for new buildings and major improvements in the next biennium Passage of the withholding bill which had the strong back ing of the governor was a ma jor step toward final adjourn ment of the legislatures longest regular session in history now in its 143rd day A resolution calling for final adjournment at 5 pm Wednes day has been passed by the ate but most observers doubted that the remaining must leg islation can be taken care of by that time Another windfall measure requiring some merchants to deposit sales tax permanent reappor tionmcnt plan Wednesday and completed first legislative ac tion on the proposed constitu tional amendment The vote was 3118 Voting for the measure were 30 Demo crats and Sen Tom Riley R Cedar Rapids The proposal must be ap proved unchanged at another legislative session and then by the voters in order to take ef fect The measure calls for distrib uting seats in both houses pure ly on the basis of the one man one vote principle ordered by federal courts It calls for a House of up to 100 members and a Senate up to half the size of the House The legislature would reap portion itself every 10 years The two houses could not agree on a provision allowing for consideration of some fac tors other than population in ap portionment of one chamber if this ever is allowed by federal courts or amendment of the US Constitution The Senate had voted previ ously to make other factors mandatory if this ever becomes possible The House version would make consideration of
