Trouble Amendment Approved WASHINGTON admin istrations civil rights bill wit one key section sheared off by th Senate ran into a new crossfire of dispute Thursday over a pro posed jury trial amendment The jury trial proposal was called up hard on the heels of the 5238 vote by which the Senate late Wednesday ripped out of the Housepassed bill all enforcement authority except that to safeguard the right to vole The measure as it now stands would permit the attorney general to obtain federal court injunctions against violations or threatened violations of voting rights but not to enforce other civil rights Public Places In the latter category under de cisions of the Supreme Court fall racial integration in public school buses swimming pools and other public places Authority to use injunctions to enforce these and other civil rights generally was erased from the bill Wednesday with the adop1 tion of an amendment It was a solid victory for Southern senators who have ar gued for
