Kennedy was re ported Thursday to have decided on strengthening U S armed forces through larger draft calls and in ten sifled recruiting be cause of the Berlin crisis Responsible sources said the President will add three new divisions and build up others to bring Army and Marine strength to 20 divisions This course of action was de cided on instead of resorting to a declaration of national emer gency and a callup of National Guard and the Reserves ONE HIGH administration of ficial who said he did not ex pect activation of the Reserves now pointed out that this deci sion could be reversed quickly if Kennedy thought conditions were getting worse This official was familiar with details of the meeting late Wed nesday at which Kennedy and his top advisers reached a final decision on what steps to take to meet Russian threats to Ber lin Kennedy is telling the Western Allies of these moves this week end before reporting to the American people at 8 pm Iowa time Tuesday night and Con gress next Wednesday The Army has 14 divisions The Marines have 3 However one Marine and three Army divisions are below strength These would be built up and two ew divisions added to the Army nd an additional one to the Ma ines making a total of 20 di isions of U S fighting men THE ARMY has just issued a draft call for 8000 men for Au gust the largest since last De cember If the Marines turn to the draft it will be the first time since April 1952 There also seem to be gen ral agreement that Kennedy would seek a billion to bil lion increase in the billion defense budget And it was con sidered likely that measures would be taken to expand the airborne bomber alert and keep more ships at sea Kennedys reported steps to build up U S military might do not go as far as recommenda tions for mobilization made by some of his advisers But most administration officials consid er them adequate to give the United States a more realistic military posture in the light of this countrys
