Aid Study Sought WASHINGTON sought Saturday for an exhaustive restudy of the use of American funds abroad as Con gress approached final votes on the administrations battered for eign aid program for this fiscal year Sen Mansfield DMont said the Senate Rules Committee en dorsed that amount to finance an inquiry by independent investiga under direction of the Senate Foreign Relation Committee The rules group Saturday approved a I I resolution to that effect and the Senate is expected to act on it next week A report on the study is wanted by next Jan 31 Mans Up Draw Planks Many Issues in State By JACK ERICKSON DES MOINES HVAs the time approaches for the biennial state conventions of the Republican and Democratic parties in Iowa the battle lines on state issues are be ginning to shape up The Republicans will meet in Des Moines on July 20 and the Democrats will hold their conven tion in Des Moines July 31 Chief business of these conven tions in addition to setting up the central committees of the parties for the coming two years will the adoption of the platforms forjSen Sparkman DAla told a re iu porter The Senate recently rejected a Republican effort in the Senate to set up a Hoover Commission type of organization to make an in quiry under administration and congressional auspices Report But I think there will be sub stantial support now for the For eign Relations Committee in Sparkman said The conference report on the authorization bill approved after a round of conferences Friday field added The committee session was called after Senate and House conferees reached final agree ment on a new for eign aid authorization bill includ ing for military as sistance to free world allies That was nearly 900 millions be low the program of military and economic aid origi nally chief state issues will include The 2Vi per cent sales tax leg islative reapportionmenl the farm program highways and highway safety state aid to schools the State Tax Study Com mittee and school district reor ganization Preliminary Stagai Platform builders in both par ties already arc undoubtedly in the preliminary stages of drafting tentative planks to be presented to the resolutions committees which will be chosen when the two state conventions meet Iowa Democrats as the party out of power have a platform ad vantage in being able to pick the targets they want to shoot at The Republicans on the other hand are likely to concentrate on stres sing peace prosperity and effi cient government administration on both the state and national lev els On the national issues it ap pears that one of the chief ele ments in the Iowa Democratic platform will be a call for a re turn to high rigid price supports of 90 per cent or more On the state level it seems likely there will be a Democratic plank calling for repeal of the ex tra half cent of sales tax plus perhaps a request forrepeal of nil sales tax on food medicine and essential clothing Interim Need It Is very possible the states accelerated highway con struction program and the Demo tion radio controlmen from the Southern California Utah and Ari zona areas will be given the op portunity to outline the guidance they
