Associated Presi and United Press Full Seven Cents Copy MASON CITY fOWA FRIDAY JANUARY 31 1958 This Paper Consists of Two One Missile Defense Test Set Eniwetok to Be Scene WASHINGTON United States disclosed Friday it is work ing on the development of nuclear counterweapons designed to de stroy intercontinental and other aggressive missiles The disclosure came in the 23rd semiannual report of the Atomic Energy Commission to Congress Referring to its previously an nounced weapons tests at Eniwe tok next spring the AEC said The forthcoming series will ad vance the development of weapons for defense against aggression whether airborne missileborne or otherwise mounted The government previously has hinted at work on atomic rockets and antiaircraft shells designed to pulverize airplanes and has announced development of atomic depth charges to knock out sub marines But this was the first official mention of efforts to neu tralize missiles including the in tercontinental variety with nu clear warheads Presumably in the forthcoming Eniwetok tests the AEC would mount an Abomb or an Hbomb as the warhead of an actual mis sile to test the effective scope of the blast at theoretically intercep tive ranges Along with its counterweapons disclosure the AEC mentioned a previously announced step to streamline development work on nuclear powered planes and missiles That was the creation of a joint AECAir Force execu tive office to manage the project and thereby cut down the need for interagency coordination As for progress on nuclear pro pulsion the AEC only said experi ments went Weber in Dueren Germany Now the two are planning a reunion YOUNG SLAYER OF 11 ADMITS HE Always Wanted to Be Outlaw SCOTTSBLUFF Neb X Charles Starkweather 19 has made an oral confession to 11 killings by gun knife and club bing while interjecting the re mark I always wanted to be an outlaw Sheriff Merle Karnopp said Friday Karnopp sheriff of Starkweath ers home town of Lincoln Neb made in the last six months in the field of nuclear weapons The commission indicated this was especiallytrue as regards small weapons for defensive purposes and weapons designed greatly to reduce the radioactivity remain ing after detonation Radioactive Fallout 2 Maximum exposure to radio active fallout from last years plumbbob tests in Nevada by localities near the site were all below the acceptable level These localities included monitored sta tions in Arizona California Ne vada and Utah 3 Average levels of radioactive strontium a potential producer of bone cancer in the bone structure of Americans has in creased during the past year But the average is still far below the recommended maximum accept able level the report indicated The AEC was speaking about radioactive strontium resulting from all tests by the United States Britain and Russia 4 The use of radioactive iso topes is saving industry an am WCOL mated 500 million dollars annually1 Atlantic Several large trucks the equivalent Iowa Road Fund Slash DES MOINES allo cation of federal money under President Eisenhowers proposed judget for the interstate highway system in 1960 will be cut 69 per cent from the 1959 figure Gov importanl parts of his tariff authority This challenge developed in the face of the Presidents urgent plea for added powers to nego tiate further tariff cuts under a proposed fiveyear extension of I the reciprocal trade agreem ents program beyond next July If transformed into law this move by critics of the program would in effect give Congress a key check v on the Presidents trade agreements remorse told him I always wanted to be a crim inal but not this big a one I didnt mean for it to be this bad I wanted to be somebody I wasnt mad at anybody The sheriff said He told me that he just had a hatred that built up in himself and that since he was a kid he wanted to be an outlaw I have never seen a more vi cious mad killer who could talk so cool and collected Karnopp grimly commented Karnopp did not give all the de tails of what Starkweather said in the ride of about 128 miles from Douglas Wyo where Charles surrendered under gun fire of officers and Seottsbluff Slept Goojl When they reached Seottsbluff about 9 pm Karnopp said he asked Starkweather if he was tired and ready for a long sleep and the youth replied I slept like a log last night He was in the Douglas jail then House Republicans anc growing number of Democrats However mixed in with th ostile comments were some ex ressions of support particularly n the Senate Special Message The President in a specia message Thursday appealed fo iroad new authority to lowe US tariffs by five per cent ear during the next five years hese reductions would be in re similar trade conces mittee on Highways and Public Roads of Heaviest Iowa underthe proposed allo cation worked out by the US Bu reau of Public Roads would take one of the heaviest cuts of any state Other heavy cuts would be tak en by these states Nebraska 72 per cent Kansas 68 per cent North Carolina 86 per cent Illinois 29 per cent North Dakota 74 per cent South Dakota 76 per cent Minnesota 46 per cent Wisconsin 70 per cent and Missouri 34 per cent National Average Loveless said the national aver age cut would be 35 per cent but that some of the more popu lous states would receive in creased funds Amounts of the increase would range from 16 million dollars in California and 25 million in Virginia to in Florida It appears that the allocations favor the high population areas at the expense of the less popu lous states Loveless said It PermitOKd Sears to Have First Unit A building permit for the first unit of the Mason City Shopping Center to be constructed on the old North Iowa fairgrounds was in the mail to Chicago Friday Robert T Allen building in spector issued the permit at City Hall to Mason City Shopping Inc Chicago with the contract subject to bid The permit valuation is for the building The architects total estimate which includes YEAR AGO Maximum Minimum 24 4 Crib Corn and Equipment Lost in Swea City Fire SWEA CITY A fire Thursday r the mechanical equipment in the building pis Owner in Chicago Negotiations for the permit were carried out by Archie Sie gel secretary of the Mason City Shopping Center Inc Sidney H Morris Associates Chicago are the architects The structure will be a one story concrete block and brick store and warehouse building without basement Sears Roe buck and Co will be the lessee according to the permit Plans call for the building to be constructed on the west part of the areathe building being located in the southwest part of the plot next to 19th SW and night destroyed a frame corn crib and its contents at the Syl vester Kockler farm three and one half miles southeast of here the Chicago Northwestern Rail way tracks Entrance on East Although there will be en The fire departments of Bancroft and Swea City saved the other arm buildings The fire broke out at 9 pm several hours after corn drying operations had been started at the farm There were 1200 bushels of corn oats seed beans and seed oats in the crib Kocklers fan ning mill was also destroyed A combine stored in an adjoin ing machine shed was removed undamaged but an undetermined amount of smaller equipment was lost The amount of insurance cov erage on the corn has not been estimated The farm is owned by unit Ernst Heinkel Jet Age Pioneer Dies STUTTGART Germany HI Ernst Heinkel builder of the worlds first successful jet plane and supplier of bombers and fighters to the Nazi Luftwaffe died Thursday after a stroke He was 70 Heinkel founded his company in 1922 During World War II his factories employed 50000 persons and turned out thousands of planes for Hitlers war machine On April 5 1941 the
