Being Applied to U S on Summit Talk By JOHN M HIGHTOWER WASHINGTON UPJ The United States faces mounting diffi culties in holding to its position that a summit conference should be held only if there is advance proof it will be successful State Department officials are worried over reports from West ern Europe that public opinion increasingly favors a toplevel con ference with Russian leaders on Soviet terms if it cannot be ar ranged on Western terms Officials report that there is so far no basic difference of view among Allied governments on their demand for careful prepara tion in advance of a toplevel session That preparation would have to afford proof that such a meeting can achieve agreements on important issues But public opinion in countries like Britain exerts a powerful pressure on government policies as it does here In the weeks ahead this may make it for the Allies to maintain a solid front on the matter Despite denials elsewhere of any current change of attitude two London newspapers reported already have de cided to accept Moscows bid with a conference to be held in Geneva in May or June The Daily Herald quoting par liamentary sources said the Americans have agreed to sum mit talks with Russia without a preliminary conference of foreign secretaries on which Mr Secre tary of State Dulles had pre viously insisted The Daily Mail also reported agreement on the plan
