WASHINGTON flSenate lead ers pressed Friday for quick ap proval of President Eisenhowers Formosa defense policy but critics indicated they wanted to do some more talking I think the vote must come by said Sen Knowland of California the Republican leader It would be bad psycho logically to continue the He thus took the same line as that voiced Thursday by Chair man George DGa of the Sen ate Foreign Relations Committee George told the Senate it should not use trifling amendments or long delays to rob the resolu tion of its psychological impact The resolution which would give advance approval to the measures Eisenhower deems nec essary to protect Formosa and the Pescadores Islands passed the House Tuesday 4093 That the Senate will also ap prove was conceded by almost everyone The only question was when Sen Clements acting majority leader said he would hold the Senate in session Fri day night or order a Saturday session if that would bring a fi nal vote Knowland and Chairman Rus sell DGa of the Armed Serv ices Committee said they thought some of the steam had been tak en out of the opposition by a statement issued Thursday by the White House Sen Morse IndOre con tended on the other hand that the statement is a tacit admis sion that the resolution is broad enough to give advance author ization to make a preventive war strike at the China main land The statement said Eisenhow er at a conference with military officials had made it clear that U S forces in the area of Chi ang Kaisheks Formosa were designed purely for defensive Any decision to use United States forces other than in im mediate selfdefense or in di rect defense of Formosa and the Pescadores would be a decision which he Eisenhower would take and the responsibility for which he has not the White House said The statement was intended as a reply to criti cism by some senators that the resolution might open the way for Chiang to drag this country into war with Red China or that a preventive war all of Iowas socalled right to work law Sen Thomas J Dailey DBurlington said the bills constituted a smorgasbord which would give the legislators a chance to choose which parts of the law might be repealed One bill would repeal the entire 1947 law and another would repeal only the section prohibiting employers and employes from negotiating union shop contracts The Democrats were joined by
