authoritative sources have watched the Saigon governments grip weaken i bhe provinces even after the arrival of nearly 20000 US troops The situation throws a big shadow ove hopes for a permanent ceasefire and plans to move the country toward democracy These sources say the govern ment today controls less than a quarter of the land controls it that is in the sense of having government manysided program to fight poverty in rural areas In a special message John son announced he will soon ap point a commission on rural poverty charged wilh making recommendations to him within a year on means of extending the nations abundance to pov ertyridden country areas Meantime he proposed an ex tensive planning program with federal aid and including pilot projects in an unspecified num ber of rural areas In the pilot counties Johnson said government departments especially labor welfare and agriculture would join in a con certed effort to bring social services to poor rural commu nities Johnson proposed creation 14B slows Senate business WASHINGTON of the bill to end the right of states to ban the union shop forced a slowdown of Senate business Tuesday to block a parliamen tary maneuver to get the meas ure up for debate Their first move was to force a lengthy reading of the jour nal of Mondays business The journal was 52 pages long 30 of these consisting of President Johnsons budget mes sage A filibuster was launched Monday even against a prelimi nary motion by Democratic Leader Mike Mansfield of Mon tana to bring the bijl up as the pending business But Mansfield arranged for a twohour morning hour peri od at the opening of Tuesdays session during which if he could get recognition he could make a nondebatable motion to bring up the bill It was to forestall this that opponents asked for the reading of the journal Under Senate rules the journal reading and several other things must be done before Mansfield would be entitled to recognition Normally the Senate agrees each day to a routine motion to consider the journal of the pre vious day approved without reading Republican Leader Everett M Dirksen of Illinois is direct ing the fight against the bill to repeal Section 14B of the Taft Hartley law The section permits states to outlaw union shop contracts un der which all employes have to join a union or at least pay dues Dirksen who fjuarlerbacked a successful filibuster against the effort to bring up a 14B repeal er last October started things off Monday wilh a twohour 16minute speech against Mans fields motion to bring it up in this session of community development dis tricts and federal grants for 1 Districtwidc planning of public services and governmen tal functions where other feder al planning assistance is not available Corps to help improve educational opportuni ties in poor rural areas He also proposed steps to make more doctors available In this connection he said he will recommend a program for giving federal loans to medical students who choose to practice in poor rural areas rural community attack on problems The secretary of agriculture would certify areas meeting re quirements for designation as community development dis tricts Federal assistance Johnson said would help support among other things a comprehensive survey of resources and needs such as labor skills industrial sites land and water resources health care education cultural opportunities and public scrv ices Administration officials said various government depart ments will have available about million to finance the federal share of the planning program in the fiscal iycar beginning July 1 These officials stressed that the planning districts might em brace several counties and Johnson said efforts of five administrations have provided some relief for hundreds of thousands of poor families who remain on small farms and in rural communities but added Yet the task remains un done To end the travail un employed and mixed reaction Tues day on Capitol Hill The Arkansas Democrat chairman of the Senate Foreign Relations Committee said Mon day that the war is between the Viet Cong guerrillas supported by North Viet referred to President Johnsons State of the Union address nearly two weeks ago Nebraska remap okayed by court LINCOLN Neb AP The Nebraska Supreme Court unani mously ruled Tuesday that the second legislative rcapporlion mcnt hill passed by the last leg islature contains no state con stitutional flaws The high court said the legis lature acted within its authority when it crossed county lines in realigning legislative district boundaries The discusion set the stage for a federal court test to deter mine if the redistricting plan meets the US Supreme Courts oneman onevote criterion If the federal court rejects the plan lawmakers pould be forced to run for office on an atlarge basis in this years elections State Sen Terry Carpenter of Scottsbluff had challenged the the reapportionment bill The high court ruled that when a federal panel of judges invalidated a portion of the so called 1962 area amendment to the slate constitution the re mainder of the amendment con tinued to be a valid and sub sisting part of the constitution The President said the United States is ready to discuss and consider the views of any group The reference was broad enough to include the Na tional stop the lowa Tax Commission from raising property valuations for 1966 Filing suit Monday in Polk County District Court were Boone Dubuque Hamilton Al ia makee and Kossuth counties Earlier actions had
