when man began sup planting some form of money for the simple Barter which had pre viously prevailed there has been an uncontrollable disposition lo pay off in shrunken values I seemingly is a temptation too great for man to resist My story with a litUe more re search than I am prepared to de vote to it could be drawn from those days when money took such primitive forms as beads salt and a dozen other items But Im go ing to stick pretty much to our own era mostly to our own day 1 might of course start with France which at this very time is going through the painful or deal of giving guaranteed value to its unit of currency the franc Russia China and many other countries have had like experi ence but France will serve best as an example because its story is now being featured in news paper headlines BACK IN THE DAYS of World War just 40 years ago the franc was valued at 20 cents Our tdhBgbboys in France fectly willing i can dollar for myself on my first visit to WHttt It COMES f KOM THE BUDGET DOLLAR Asks Increase in Postal Rates Gasoline Taxes to Help Balance the Treasury WASHINGTON Ml President Eisenhower Monthly Congress a hillion budget forecasting a spending ut of nearly four hillioii dollars and a precarious snrnlus of 70 million lie called il a confident budget that as sumes a surge of prosperity Eisenhower said Ilia hudgcl aims to restrain inflationary forces hat our money and erode our lo also said t paves the way for a lax cul in the reasonably foreseeable No tax cuts were proposed for Ihc present to help achieve the first balanced budget in three House Monday by lcp ohn Mowry The resolution would provide Congress lo boost postal rales and gasoline taxes He also wants some ax loopholes plugged Any added postal revenues and proceeds from loophole plugging would increase budget receipts Gas lax money would go inlo n sepaiale trust fund which Eisen hower said would otherwise have lo be replenished out of he bud gel EISENHOWER said his fiscal blueprint for all ils emphasis on economy promises o increase AFTER 150 PERFORMANCES France The German dentally was valued at 25 cents in As Frances national character disintegrated and who doubts that Frances national character has disintegrated value of the franc has steadilydropped People knew that if they held their currency over night they were likely to see a depreci ation in ils buying power Conse quently they have tried to con vert it into material things at the earliest possible moment When I was in France some nine or ten weeks ago the going rate of exchange for tourists was 450 francs for oneAmerican dol lar But I knew and so did every body else that this wasnta re flection of the francs true value Lynn Winthrop Paroo Potter Backfh His 4fh Grade Glass or a House of WHEN FORREST Tucker who plays the title role in the hit musical introduced Lynn to the audience he said the company signment it was conceded thai Ihe francs value was no more than onefiflh of a cenf Thats another way of saying that one American dollar was worth 500 francs arid that todays franc is worth only onelOOlh of the franc known and used by the American doughboy in France in 1918 This condition would have been evenmore shocking to me if I hadnt seen an even worse de preciation of money in some other countries And Im thinking par ticularly of little Greece where the drachma had sunk lo such an extent that one needed either an adding machine or an abacus for the simplest transaction involving currency BUT NOT FEEL too su perior to France Greece or any other country in this money busi ness We too have seen a shame ful shrinking of money value with the brutal chealing of helpless people which always attaches to such depreciation Those wilh fixed incomes based on dollars widows pensioners and the like have been robbed by Iheir gov ernment Theres no nice way of slaling il The dollar today in lerms of what il will buy is worth less lhan half as much as it was in 1939 The
