By W EARL HALL QAIGON has been only one love Ngo Dinh Diems life Thats Vietnam Hes the first president of this little southeastern Asia republic which came into exist ence in 1954 in the division of North and South Vietnam a la North and South I Korea Hes a 56 year old bachelor Diem its pronounced I Ziem for some W Earl Hall strange reason might be known as the mighty Hed have to stretch to reach the five footfive mark But his theyre legion have reserved for him a more complimentary sobriquet Fath er of Free Deeply Religious Bao Dai last of the French pup pet emperors gave Diem his first appointment as president He was brought back from voluntary ex ile in the United States where a Catholic retreat in New Jersey was his principal place oFTesi dence and contemplation Hes deeply religious Diem had made himself unpop ular with the French down through the years by his unswerv ing insistence that colonialism is of the dead past This same con viction won for him the undying hatred of the Communists He wanted no overlords for Vietnam be they French or Communists allied with Russia or China Not until he had assurance of unrestricted freedom from Bao Dai and those for whom Bao was a stooge would he consent to leave his American haven And the reason for this insistence be came evident as soon as he re turned to his beloved Vietnam Title Changed The French already bedeviled by Communists to the north agreed reluctantly to change the title of their governorgeneral to high commissioner Diem coun tered by designating his repre sentative to Paris Minister Plenipotentiary of the Sovereign State of Vietnam and HIGH COM MISSIONER Saigon is the seat of two tradi tional palaces Both go back al most to the 1860s when the French moved in and placed their flag over a wide expanse of South eastern Asia later to be known as Indochina One of these the larger one for the GovernorGeneral appointed by Paris The other was for a lesser authority When Diem took over as Presi dent in 1954 he found the princi pal palace occupied by the Frenchappointed governor That left only the Petit Palace for him It wasnt a healthy situation in Diems opinion He decided to do something about it Message in Mail One fine morning the governor general awoke to find a message in his mail It bore the presiden tial imprint The burden of it was that the palace occupied by him should be vacated by a given hour of a given day It was Today its home for President Ngo Dinh Diem A younger broth er serves as his most trusted ad viser and the wife of that brother is about as delectable a First Lady as youll find anywhere in the world around us When Diem took over there were not many to sing his praises True he was rated as a true pa triot in the Syngman Rhee or Sukarno manner But it was a common view that he just wasnt heavy enough to cope with the Reds pushing in from the North Gen Lawton Lightning Joe Col lins our own first ambassadorial representative to the new repub lic took a dim view of him But Diem has confounded his critics He has proved himself a courageous and effective leader His place in 20th century history is not going to be measured by his five
