the 1959 legislative session Credited in part to what one veteran legislator called to both houses moved swiftly during thefirst week of the session despite consider able time devoted to inaugural proceedings and other routine matters Surprisingly legislators dis patched the routine matters quickly and got down to the problems of organization and legislation with a minimum of bickering Partisanship popped up strongly once during the first four days That was when Senate Re publicans led by majority leader Jack Schroeder of Dav enport formally announced their decision o take away the committee appointing powers of Lt Gov Edward J Me Manusj Keokuk Democrat by revising Senate rules The Republicans designated a Committee on Committees to make appointments to all stand ing committees Thus the Republicans who hold a 3317 Senate majority will name twothirds of lie members on each of the 31 standing committees and let the Democrats have onethird membership Following his inauguration Thursday McManus criticized the GOP majority for stripping him of the traditional commit tee appointing powers Im like a bird who had his wings clipped before he could he said Bolh McManus and Schroeder are expected to announce com mittee appointments Monday The House got off to an even quicker start by naming stand ing committees on opening day Monday Rep Clark McNcal HBcl majority floor
