strategic battleground of the cold war which holds the world in its grip the forces of freedom are unmistakably in control of the situation and advancing This is my cen tral conviction as I look back over an unfor gettable two days in this re public just now in the process of being born Constitu t i o n W Earl Hall Day is less than two months past as I write these lines and the first National As sembly was being convened on the very day of my arrival here The body elected to adopt the constitution performed that task and then resolved itself into what in our country would be called the first congress U S Ambassador From a dozen sources before my audience this forenoon with our American Ambassador G Frederick Reinhardt a Califor niaborn diplomat of tremendous personal charm I had heard this story But his testimonial to thej character and stability of the peo ple among whom lived for some three years seemed to clinch the case There are according to Rein hardt several clearcut reasons why the 12 million people living in Vietnam have turned their backs on Communism and all that it stands for One of course is that they have seen it at close range during the days when the Reds were trying to swallow up all of what used to be a territory roughly twice as large as Viet nams present square miles about a fifth larger than There the Ambassador told me an inherited passion in these people for ancp glorification of freedom Theres been some mixing of the races down through the centuries but mostly they are of a rugged Chinese Fertile Soil An economic basis for the inde pendent nationalism to be found here is Vietnams rather excep tional fertility Under French control for three quarters of a century then under threat from the Communists the nations growers of rice principal rubber tobacco tea corn and pepper quite understandably did not produce to anything like their maximum They lacked incentive But now with an assurance that they will not have to give up most of the fruits of their labors those Vietnamese farmers have gone to work in earnest The lush val ley and delta of the great Mikong river are teeming with rice pad dies Vast areas of hitherto un developed or at least underused Jand has been opened to several million refugees from the Red regime in North Vietnam or what is now called Viet Minh French Not Liked Perhaps Im placing a dispro portionate emphasis on the Viet namese dislike of Communism In candor I must report that no love is lost on the French either The situation is strikingly similar to that in Java and elsewhere in In donesia where the Dutch made the same mistake in their colo nial policy They stuck around too long and have no residual friend ship among their former subjects Only the British seem to know about this Theres a studied effort on the part of the new republic to ob literate all reminders of French rule French street names quite largely have given way to Viet namese French property owners are disposing of their holdings as rapidly as they can French popu lation in Saigon and its abutting neighbor Cholon is down to a mere out of two million Colonialism appears on the Viet namese blacklist right alongside Communism HAROLD STASSEN Telegram Is Fraud Stassen WASHINGTON Harold E Stassen Thursday branded fraud ulent a telegram over his name urging the Republican National Committee to keep the party and country safe from Vice Presi dent Nixon and Sen William F Knowland The telegram was a brief sen sation in maneuvering over the approaching election of a new Re publican national chairman to succeed Leonard Hall who has resigned effective Feb 1 Take Stand Rep B Carroll Reece of Ten nessee a committee member and onetime national chairman told reporters he had received the telegram from Stamford signed with Stassens name Reece said it read The time has come for liberals to take a stand Lets keep the futureof the party and country safe from the Nixons and Know lands Lets elect Meade Alcorn chairman and really clean up the Alcorn GOP national commit teeman from Connecticut re portedly has the inside track for election to succeed Hall Similar Wire Robert L Pierce a committee member from Menomonie said he received a similar wire Thursday morning and had been shocked by it If the tele gram is Pierce said I think the thing is most im pertinent and highly disrespect ful to the vice president and the Senate minority Stassen special assistant to President Eisenhower for disarm ament problems was in New York for the United Nations meet ing Reached by reporters there Stassen said I have sent no telegram I have authorized no telegram This is a false and fraudulent tele gram and I am starting an im mediate investigation to find out who is responsible for putting my name on Roller Rink Is Scene Gas Leak Is Blamed persons are in serious condition after an explo sion ripped out a corner of the Star Roller Rink here about Wednesday night Twenty persons who were in an entryway at the time of the blast were injured Some were blown through a composition board ceil ing and fell back to the floor The explosion which could be heard for several blocks occurred just before the rink closed Those in the entry were taking off their skates and preparing to leave the building In serious condition at St Ann Hospital were Argyle Pettit 16 Lone Rock who suffered a de pressed skull fracture concussion and severe lacerations and Louis Dallman 20 Britt who was knocked unconscious by the blast He suffered head lacerations and a knee injury Six Others Six others remained hospital ized Thursday but their injuries were less serious They included Lola Lau 41 wife of LeRoy Lau who operates the rink broken heel bone and cut shin Rosella Elbert 20 Algona back injury Kay Kern 18 Algona broken ankle Rodney Priebe 16 Lone Rock knee injury and sprained ankle Dennis Schmidt 15 Lone Rock leg injuries and Harold Harjes 45 Alta head injuries and a fractured leg Seven persons were ir T DES MOINES Wl The Legis lature has received a new pro posal for its own reapportionment from Sen Arch W McFarlane a veteran Waterloo Republican law maker McFarlane has offered redis tricting measures for the past 35 years Wednesday he filed a joint resolution to apportion Senate seats an an area basis and House seats based generally on popula tion He expressed belief that his plan which is in the form of constitutional amendment would receive approval of the voters McFarlanes proposal is for a Senate of 50 members as now with one senator to each two counties except Kossuth largest in area which would have a sen ator to itself Each of the 99 counties would have at least on representative and counties with large popula tion would get additional repre sentatives based on the federal census conducted every 10 years McFarlane said that on the ba sis of the 1950 census for example the house would be increased from the present 108 to 116 Polk County would get eight represen tatives the State Highway Patrol from 225 to 300 Both this bill and the speed limit proposal were recommended by Gov Leo Hoegh as measures to improve highway safety Two other measures introduced Thursday would Exempt charitable educational and religious institutions from the state sales and use taxes on items used in worship Sen Jack Miller fRSioux City said the bill grew out of s concerted audit sweeping state government changes de signed he said to give lowana improved governmental service at a tax cost they can Herschel C Loveless offered his recommendations in an inaugural address prepared for a joint ses sion of the predominantly Repub lican Legislature He said he would have a tax program to propose in his budget message later on but that mean while the legislators might work on the recommendations of the Iowa Taxation Study Committee most o which have been intro duced in bill form Proper Branch Loveless asked the legislators to work with him for more effec tive government by recognizing the distinction between policy making and administration and by clearly assigning responsibilities for each function to the proper branch of legislative reappor tionment repeal of the states law against union shop labor con tracts better school district re organization laws and improved formulas for distributing state school aid Loveless also noted that Towana aave quite different and strong y held views about liquor con rol and suggested that the Legis ature set up a committee repre senting all viewpoints to make recommendations to the current eneral Assembly for changes in he law On the question of highways Loveless requested legislation es ablishing a longrange highway planning program changing dis ribution of the road use tax und and setting up an urban highway department His Recommendations The new governors recommen dations for reshuffling state agen cies included 1 Abolition of the Commerce Commission and transfer of its present activities to other agen cies of state 2 Establishing a Department of Labor to take over the duties of the industrial commissioner Bureau of Labor and Division of Mine Examination He also asked that the Iowa Employment Secur ity Commission be placed under the department and given a single commissioner instead of the pres ent threemember commission 3 Setting up a Department of Public Welfare for work now as signed to the State Board of Con trol Board of Social Welfare and Commission for the Blind 4 Creation of a Department of Conservation and Natural Re sources embodying functions of the Conservation Commission Ge ological Survey Natural Resourc es Council and Soil Conservation Commission 5 A new Department of Com merce and Industry to carry oufc and extend the work of the Iowa Development Commission Ha said such a department could co ordinate promote and do research on measures to improve business opportunities in Fowa Council Wanted For all the proposed new de partments Loveless called for a single administrative head ap pointed by the governor For the Commerce and Industry depart also suggested an ap threemember advisory ment hf pointive council He said the Department on Con servation and Natural Resources besides effecting savings through the consolidation also would re sult in better coordination of ac tivities a result he said was es pecially desirable in view of in creasing urgency
