four years ago he was ar rested for drunkenness later for burglary Just when the paths of Bailey 45 and Scalla 28 first crossed is uncertain They died togeth er shot to death by police as they entered in the Georgia Legislature bat tled police Friday swinging picket signs pocketbooks and umbrellas But the next move was uncer tain in support of Repelect Julian Bond a 26yearold Ne gro Jcept from taking his seat during the present legislative session because of his antiViel Nam stand About 1000 marchers rallied at the state Capitol Friday to demand that Bond an officer of the Student Nonviolent Coordi nating Committee be sworn in The rally led by Dr Martin Luther King Jr erupted into violence when about 50 demon strators suddenly rushed state patrolmen and pummeled them with signs pocketbooks and um brellas Afterward James Forman SNCC executive secretary said a rally would be held at City Hall Saturday but another SNCC spokesman said Friday night plans for the rally were uncertain In a related development US Dist Judge Lewis R Mor gan ruled Friday Bonds case challenging the General Assem blys action would be heard by a threejudge panel The federal suit however apparently will not come before the middle of next week Mor gan said that state officials are legally allowed five days to file a reply before a hearing can be held Its unbelievable said Bail eys violent na Officials said Bailey appar ently never finished high school but had an IQ that marked him as a genius He got into trouble for auto theft in Austin Tex as a youngster was sentenced to three years in prison in Lubbock Tex on a similar charge ayear later gained parole and then wound up with a 12year sen tence later for robbery in San Antonio Released before serving his full term he drifted north to Vancouver BC where he was arrested for robbery and served four years in a Canadian prison Then in 1950 he came to Los Angeles registered as an ex felon and appeared to begin a different life He met and mar ried Angela Plesuk of Detroit Mich and went to work for a constructioncompany rising from laborer to estimator He stayed with the firm until 1961 then reported concentrated on a string of business interests His career flourished Bailey bought a racing sports a sixbedroom fourbath home in an expensive area of suburban Woodland Hills There was plenty of money his widow told police About a monthago she said she met Scalla at her home with her husband As far as 1 knew she said he had some business dealings with my hus band It was Scalla police said who masterminded the plot to ab Director CHARLES CITY Tremen dous community cooperation is making H T Gragerts job as director of the Cedar Valley Vo cational Rehabilitation Center here a lot more pleasant We were impressed with the communitys enthusiasm and acceptance of the program when we first carne here Gragert points out hut the extent of the cooperation has been fan tastic Such cooperation between the center and the businesses and industries of the community is essential to the rehabilitation of I the centers clients Gragert points out We can evaluate our clients and provide training but the real test for the clients comes when they go out into the com munity on a work trial pro gram Gragert says At present there arc 12 cli ents from the center engaged in such worktrial programs in seven Charles City businesses and industries There arc 10 to 15 other local firmswhich have indicated a desire to participate with the center in such pro grams Success with the first of these worktrial programs seems to have generated additional in tcrcst within the business com munity Gragert points out The first client that went out on a worktrial did so well that the employer asked to keep her a n d provide additional training he adds The dozen clients now en gaged in worktrial programs were among the first persons 10 seek help at the center when 11 opened in midSeptember in the old Cedar Valley Hospital building The first step for the clients at the center was an evaluation process This process which usually lasts about 2 weeks enables the staff at Ihc center I to determine the vocational po tential of the client Following the evaluation pe riod there comes Ihc training period during which time the staff at he center provides schooling in the area deter mined by the evaluation The length of this training depends on the type of work and also upon the clients individual capabilities After this training period at the center Ihc clients are ready for the worktrial program This is when he community coopera tion really comes to Ihc fore This Is the real crucial per iod in the rehabilitation pro gram Gragert points out We can provide Ihc opening for the client but what happens from then on depends on him That is what makes the coop eration between tho center the client and the employer so im portant he continues The em ployer makes weekly reports lo Ihc center on the progress of Ihc client and the center keeps in touch through counseling per iods or if there is a need ad ditional training at the center We also try to help the client in little ways Gragert points out Sometimes we
