command By DAN PERKES DES MOINES year 1962 is shaping up as possibly one of Iowas hottest nonpresidential election years As one political observer puts 1 t The Democrats have so much to gain the Republicans so much to lose The Democrats still stinging from the defeat they suffered in November of 1960 will be trying to come back They lost every major elective office up for decision in Iowa two years ago except two congression al seats retained by Neal Smith in the 5th and Merwin Goad in the 6th District Democratic State Chairman Lex Hawkins whose efforts over the past year have been directed to ward raising funds for the 1962 campaign says he has detected a new vitality within the party The upsurge of interest in party activities everywhere Ive been is fantastic he meetings are bigger The turnouts forthem the contributions been big ger The way things are beginning to shape up now we expect a pretty vigorous primary At one time after our defeat two years ago Hawkins said the state central committee fig it would to pick the slate for this years election We figured some potential candidates would be discouraged because of 1960s results Isot so now Weare getting plenty of Hawkins said the Democratic party in Iowa hopes to win its battle in the precincts not inthe press The party he added will make itsfirst major move next month with a series of district organiza tional meetings to start recruit ing more money and workers The Republicans apparently have a comparatively easier job to do Trfe GOP already has the can didates including incumbent Gov Norman Erbe and six dent Kennedys spending policies B3CJ J follower is hunted Obstacle to unification LEOPOLDVILLE The Congo central Congolese gov ernment Saturday ordered the immediate of Lumurribist leader Antoine Gizenga in Stan leyville After a tense session the cabi net agreed to give Stanleyville Army Commrder Gen Victor Lundula a free hand to take all necessary to prevent further defiance from the one time rebel leader V The government agreed to seek U N assistance in preventing Gi zenga from escaping into the bush if this is found to be neces sary Authoritative government sources said the cabinets decision was triggered by a new military clash in Stanleyville Saturday in which Gizenga tried to order the company of soldiers remain ing loyal to him to arrest Lundula Lundulas superior forces pro tected their chief the sources said but did not press their ad vantage at that time because the government had not given auth orization to take the drastic step of arresting Gizenga who still holds rank as deputy prime min ister in the Leopoldville regime Lundula has1taken fourof Gi zengas aides into custody but has hesitated to move against the Lumumbist leader himself because legally Gizenga is protected by the constitutional immunity from ar rest accorded to all members of parliament There was no immediate word tiere as to how soon Uu n d u 1 a might act on the governments decision but
