SUI needs are great By MEL S DRIVEWAY IOWA CITY UPI Fame and good work bring problems as well as praise to an institu tion and the University of Iowa physics department knows this well As the result of the depart ments space research under Dr James A Van Allen the scientists at the university are suffering a severe shortage of elbow room For example the once serene empty corridors of the physics department building are now crammed with the data collected from the US satellites and with apparatus used in the develop ment of even better equipment to probe further into space AS A RESULT the Iowa Legislature has special signifi cance for the scientists and students in the physics depart ment They hope the legislature will grant about million to construct a building which would link the present physics building with Schaeffer Hall which houses the mathematics depart ment The proposed addition which would be known as South Hall was included in the board of regents requests to the last session of the legislature but failed to get approval The passage of two years has not improved the pressing space problem in the physics building as reports on more than 30000 passes on Explorer VII over recording stations around the world have poured into the cramped building since the sat ellite was launched Oct 13 1959 A long series of circular metal cans are crammed into the halls in the basement of the ancient physics building The cans contain the tapes made of the satellite passes and from these the tape readers find out more about the Van Allen radiation belts around the earth and other scientific data THE COLLECTION of infor mation from the Explorer sat ellites is to a large degree responsible for the currently crowded conditions but end to this is not in sight There are 25 students read ing the Explorer data This takes space The information is placed on cards which are fed into automatic computing ma chines Approximately 250000 cards are being stored for this work and when the machines to handle the cards are added the closed in felling grows stronger The space problem is further aggravated by the increasing amount of money the university has received from the federal government in the form of con tracts and grants for research in upper atmosphere and space research In 1951 federal research grants totaled In 1956 this reached and in 1958 it had jumped to In I960 the federal funds totaled IN ORDER to perform the contracts certain facilities must be available Faculty members say work rooms storage space for experiments and room for temperature shock and radia tion equipment are absolutely necessary to stay up to date in the space age The grants and the fame of the physics department has also attracted larger numbers of gifted students interested in research The graduate students who now number 64 compared to only 31 in 1957 also are suffering over space lacks Fifteen of them share a room of approximately 500 square feet and another 17 have no deskchair offices at all A building subcommittee of the American Association of Physics teachers recommend a minimum of 100 square feet of space for junior persons which is mostly graduate stu dents The group recommends no less than 120 square feet for such persons using research equipment But the Iowa physics students have available only about 4050 square feet i North Iowa Considerable autopsy has shown that Marjorie Vos burgh 43 died before the fire which destroyed the family shanty at Noyan Que Dec 29 Eleven Vosburgh children also were found dead in the ruins all killed by said a plane which they did not identify flew 639 miles an hour Erbe likely to meet failure on some of his goals DBS MOINES OR Repub lican Gov Norman Erbe has included in his legislative pro gram some reforms once urged by his Democratic predecessor Herschel C Loveless In his program of prog ress inaugural message Thursday Erbe madeseveral recommendations including establishment of a civil serv ice system for state employes Loveless included in his inaugural speech two years ago Several of Loveless propos als went down to defeat in the Republican controlled 1959 Legislature Now with Repub licans in even greater control of the 1961 General Assembly some of Erbes recommenda tions stand a like chance of failure As Sen D C Nolan RIowa City put it following Erbes talk He Erbe encompassed all the issues Therell be no controversy on some of them Divergence of opinion is ex pected on others Republican State Chairman Verne Martin indicated how ever that the former attor ney general who ended four years of Democratic leader ship in Iowa might stand a better chance than Loveless this session We are now the dominant party in Iowa said Martin and it is incumbent on us to prove we were entitled to the vote of confidence given to the party in the Nov 8 elec tions Two years ago Loveless called for reapportionment court reform a merit schol arship program for high school students desiring to go to col lege governmental reorgani zation a change in school aids to provide property tax relief a minimum monthly pen sion for retired teachers and civil service The opportunities to enact farsighted legislation this ses sion are unparalleled Loveless said in his inaugural two years ago In his message Thursday Erbe said During the months ahead you the elected legislators of Iowa have an opportunity which is unparalleled to pro vide a legislative program of progress and vision for the people of our state As did Loveless two years ago Erbe recommended a civil service system for state employes a merit scholarship program for high school stu dents property tax relief through increased school aids and adequate teacher pen sions He also enjoined the lawmakers to resolve the re apportionment issue Republicans generally ex pressed pleasure and optimism at the 22minute speech but Democrats seemed to feel it lacked definite program state ments and recommendations Sen Andrew Frommelt D Dubuque Senate minority leader said he felt it fell far short of the campaign prom ises Erbe made before the election Frommelt added It was extremely general in re gard to agricultural lands tax credits and increased school aid Erbe advocated increasing the agricultural land tax pay ments and also increased school aid as a means of re ducing property taxes How ever he did not outline where the state would get the money to pay for thesfe Frommelts view was dis puted by Sen J Kendall Lynes RPlainfield Senate majority leader who said the address gave the legislature good guidance Lynes said he thought quite a lot of Erbes proposed program could be enacted by the legis lature sewage plant gift Jobless totals mount 20year high set WASHINGTON UPI Un employment shot up to 4450000 last month the highest Decem ber jobless level in 20 years the government reported Fri day The number looking for jobs jumped by 509000 which was three times more than the nor mal The Labor Department also disclosed in its monthly report on the job situation that in the last week of December some three million persons were col lecting unemployment insurance greatest number ever for a Christmas week THE BIG December rise lifted the national jobless rate to 68 per cent compared to 63 per cent in November This meant that 68 of every 1000 men wom en and teenagers in the labor force were looking for jobs last month The December jobless figure made it virtually certain that when Presidentelect John Ken nedy takes office Jan 20 there will be some 55 million Ameri cans unemployed Economists consider an un employment rate above 5 per cent a symptom of weakness in the economy January usually sees unemployment go up by about one million THE TOTAL number of job holders dropped by 1173000 in December a greater than seas onable decline The report showed that the number of jobs declined in De cember in all21 manufacturing industry groups tabulated by the Labor Department Manufacturing employ m e n t1 last month totaled 15846000 This was 288000 less than in November and 638000 jobs less than December 1959 Commenting on the upward trend of joblessness since last May Mortley 22 Shenan doah formerly of this area signed a statement saying he killed a girl whom he had picked up 20 miles south of the Missouri border at noon on Jan 4 She was a hitchhiker and he knew just her first name Joan ACCORDING TO Mortley she was 18 or 20 five feetfive inches tall weighed about 120 pounds and was wearing a white car coat white blouse and shoes She was carrying a black purse with shoulder strap which he says he threw in the river with the body Mortley who was wanted in Floyd County for forging a bad check several months ago gave himself up at Rudd Sunday He told authorities he was put of gas and money and was hun gry Mortley has been in the coun ty jail since that time Sheriff Lane said he made the state ment about the girl Tuesday night Mortley explained he been able to shake his story either 7 FEARED DEAD SEATTLE UPI One man was dead and six others missing and feared drowned Friday in a sea tragedy touched off when a crab boat floundered in gale winds off the mouth of the Co lumbia River Federal grant to city Site already purchased After being turned down two previous years Mason City ti dily Friday was assured of a quartermillion dollars in fed iral help to build a new sewage featment plant The allocation was approved the Iowa Health Department which allocates the federal funds on the state level The anti stream pollution control money will be available for construe tjon of the Mason City plant im mediately The estimated cost of the planned Mason City project is two million dollars and the in federal money is the maximum any city can receive The two million dollars needed or the project here would in lude cost of necessary mains o connect the new plant with he sewer system MASON CITY now has ap roximately available or the project in addition to the deral grant The sewer rental und had a cash balance of 6399 on Jan 1 according to rancis DeSart city auditor In ddition the fund holds securi es which cost and ovv worth water bills The city already has pur hased a site for the plant on he Winnebago River east of own downstream from the resent old plant The land ormerly was the site of Harry Homrigs horse riding business The city also has detailed plans that were drawn for the construction work by the Black and Veatch consulting engineer ing firm of Kansas City ALTHOUGH THE present plant has been rated as doing an adequate job of sanitary sew age disposal it is more than 40yearsold and has been described as badly overloaded and obsolete Erection of the new plant is to be coupled with some over hauling of the present sewer main system under recom mendations of the Black and Veatch firm Among other things it will allow extension of the new trunk sewer on 15th SW directly west to the new plant site outside the city and relieve the heavy sewer load in mains south of the business district That load could have created problems for industrial development in southwest Mason area where the new industrial park is planned The allocation to Ma son City was one of 10 projects in Iowa approved for the year by the State Department of Health The 10 totaled the amount of the Federal1 grant allocated to Iowa Forest City was allocated 800 and Iowa Falls for enlargement of their existing plants Council Bluffs also was allocated the mini mum amount Other allocations were for smaller cities and in smaller amounts ;
