Wanted DBS MOINES UR The Iowa Legislative Interim Committee appears to be spending its emer gency funds at the fastest clip in recent years At its twoday meeting which ended Thursday the committee allocated from its two milliondollar contingency fund bringing the total it has doled out since the 1957 legislative session to It also released to the State De partment of Social Welfare a half million dollars appropriated by the Legislature with the proviso that it couldnt be spent without Interim Committee approval This however isnt included in the contingency funds More Requests The committee which served between the 1955 and 1957 legisla tive sessions turned back into the general fund nearly 11A million dollars of its 2 million dollar total emergency appropriation And in Another Note by Bulganin Again Suggests Summit Talks Atlas Missile Test Again Successful the past several years no interim committee has used as much as a million dollars of its emergency funds But the present committee since last July 1 has allocated more than a third of its 2 million dol lar appropriation and there is a strong likelihood that it will re ceive more requests for funds in the next year than it has so far There is a possibility that some of the allocations made at the present session may be ruled out by attorney generals decisions The attorney generals office ruled last summer that contin gency funds may be spent only for bona fide emergencies The ruling however didnt set any guideposts to determine what constitutes an emergency Opinions Sought Later at the request of State Comptroller Glenn Sarsfield at torney generals office opinions were asked on some committee allocations The opinions held that funds could be granted to Iowa State College for an addi tion to the engineering building to house an electronic computer but not to the State Bacteriologi cal Laboratory at the State Uni versity of Iowa to supplement operating funds At its meeting Wednesday and Thursday the Interim Committee took the position that as Rep George Faul com mittee chairman said It is not in the province of the comptrol ler to question our actions However there were indica tions that Sarsfield before approv ing warrants for expenditure of the funds would ask a ruling on whether the allocations are for emergencies Largest Allocation The largest allocation from the contingency tunds m the com m i t tees meeting which ended Thurs day was to continue pay ing pensions to 736 elderly retired teachers who do not come under the Iowa Public Employes Retirement System The 1957 Legislature had ap propriated for these pen sions but the Interim Commit tee was told this money would run out in March or April Other allocations of money in cluded to complete the new vocational rehabilitation cen ter in Des Moines for a study by State University of Iowa scientists of atomic fallout as it affects farm ponds in Iowa to repair sagging floors and cracked bearing walls in the main building at the Iowa School for the Deaf in Council Bluffs in additional support funds for the Eldora State Training School and to provide for and pay travel costs of two ad ditional parole Farm DUBUQUE ft Theres no need for a milking machine on the Nick Elgin farm He has had 50 milk cows but the number is down now to about 20 That means a lot of milking even 20 cows But Nick has a crew to do the job twice daily The crew consists of Nick and seven of his 15 children Milking time means a scramble for pails and stools Nick who farms northeast of Bankston in central Dubuque County has never had a need for a milking machine what with his large family The hand milking by the crew takes about an hour when the line is at full strength The children start milking when they are about eight years old Willis 19 is the trouble shooter He breaks in the heif ers and otherwise does most of the livestock handling The cattle herd consists of 85 ani mals Nick says When we started out 28 years ago my wife and I milked 30 head of cows together and if she was laid up I milked them alone But now Nicks help to the crew is limited by his health Mrs Elgin handles the separate chores in the
