Expenditures Coad a 32yearold Boone min ister defeated Dolliver for U S representative from the 6th Dis trict of Iowa by 198 votes Dolli ver had served six terms in the House Coad was sworn in as a mem ber 6f Congress Friday as was Rep KarJ JI Republican whose reelection in the 4th District was contested by his Democratic opponent Steven V Carter Leon Dolliver charged Coad had vio lated the federal election laws during his campaign and that there were general frauds in the counting of ballots in the 6th Dis trict j The f o r m e r representative j charged that Coad by coercion jlhrcats and pernicious pressure i elicited contributions for he fi nancing of his campaign in vio lation of the federal corrupt prac tices He accused Coad of promising appointments to pub lic or private territorial integrity and political independence of any Middle Eastern nation threatened by armed aggression from ternalional communism In a special message delivered to a joint session of the Senate and House Eisenhower also said j he will seek S400 million in econ jomic aid funds for the trouble idden Middle East The money rould be spent over a twoyear icriod His message carried nation vide on television and radio also isked Congress to authorize a re ional program of military as islance and cooperation with nation or group of nations vhich desires such Red Aggression Eisenhower said his program is designed to deal with any casa of communist aggression in the Middle East either direct or direct He said it would authorize em ployment of the armed forces of ihe United Stales to secure and protect the territorial integrity and political independence of such nations requesting such aid against overt armed aggression from any nation controlled by in ternational Eisenhower did not mentions Russia by name at that point but he did in other sections of his 3j200word message making it clear that the administration pro gram is directed against any ag gression or communist subversion directly or indirectly led by the Soviet Union Russias Eisenhower said have long sought to domi nate the Middle Power Politics At another point the President said the reason for Russians in terest in the Middle East is sole ly that of power He add ed Considering her announced purpose of communizing the world it is easy to understand her hope of dominating the Mid dle Eisenhower also said The
