in Rebuttal to Demos Rejects Rosy Picture Charge By WARREN DUFFEE WASHINGTON UP Secre tary of State John Foster Dulles Tuesday rejected Democratic charges that he has painted too rosy a picture of free world suc cesses in dealing with Russia Dulles told a news conference however that it would be dis astrous to be complacent because Soviet strategy could quickly re turn to the violent policies of Stalin All indications however are that Russias new policies of non violence are intended to be per manent he said Dulles also said the United States Britain and France have a good understanding of lines of action for coping with the Arab Israeli dispute but that no war plan has been agreed on for use in case of violence Not Too Optimistic Dulles was asked to comment on charges by Democratic sena tors that he has been too optimis tic in attributing radical changes in Soviet policy to failure of former Red policies and the strength of the free world Dulles said he would not agree that he had been too optimistic He also disputed whether his optimism has hurt changes for a new foreign aid program Dulles told the Senate Foreign Relations Committee last week that Russias new emphasis on an economic aid offensive in stead of violence and subversion was asign that its old policies had failed and that the free worlds programs have been a success Didnt Jibe Democratic senators said Dul les argument didnt jibe with the facts And they suggested that if everything is rosy there shouldnt be any need for the big foreign aid program the administration has been urging Dulles contended his remarks on the world situation constituted a very strong and persuasive ar gument for foreign aid including a longrange program He told the newsmen the ad ministration to ask soon for a congressional commitment oi five to ten years on longrange foreign aid spending He main tained that chances for getting congressional approval of this longrange aid are good but he would not predict the form of ap proval No MidEast Plan Dulles the same time that Chairman Walter F George DGa of the Senate For eign Relations Committee who has objected to longterm aid would go along with some such program There were reports from Lon rton Tuesday that the Unilec States and Britain have agrecc on a plan for joint prompt ac tive intervention in the event o an attack by either aide in the Middle East Dulles said Tuesday that Neff made trips or calls toIowa Montana and Wyoming in connection with his work for the natural gas bill The testimony presented to a special Senate committee by Paul J Gerdes of Lexington broadened the scope of Neffs known activities beyond his pre viously disclosed Nebraska and South Dakota efforts Gerdes who has been Neffs partner only since August last year was called before the com mittee headed by Sen George D Ga which is investigating Neffs campaign fund offer to Sen Case Case turned the money down and said he saw it as an indica tion of abnormal interest in his The youth was described by po ice as an escapee from the Kear ney Training School for Boys at Box Butte Neb He was placed n the school in 1954 for burglarie le committed when he was 13 He was identified from police ihotos by A L Tuttle 28 and lis 23yearold wife They found he youth watching television in heir home when they returned Monday morning from a visit to Sioux City Iowa The Tuttles said the boy kept a 45caliber automatic trained on ihem until 7 when he slipped through a window and disappeared in the darkness During the 9Ms hours they were guarded the Tuttles said they and their
