of this column one Harry Stod dard address ing me from Toledo Ohio has to offer a solution of this countrys and for that matter the worlds capital and la bor p r oblems which he wants to publicize He says it is a simple solu I accept this assurance with my fingers uossed Nevertheless Mr Stoddard evidently has done some thinking on his subject which is more than most folk have done He may be a second Henry George for all I know Parenthetically Henry Georges plan never has been adopted Anyway why should not Econo mist Stoddards scheme have a hearing It has at least one merit so far as I am aware I do not know who Mr btod dard is No Discredit lo But it is no discredit 10 him that he is not a recognized expert yetthere are plenty of recognized experts whose expertness has ac complished nothing more tang ible thus far than his scheme has And his hasnt even had an aud ience Lets listen Employ urges Econo mist Stoddard on a commission basis labor to receive 85 per cent while capital receives 15 per cent for furnishing the machinery management ard salesmanship Through this method Stoddard argues there Mr will be tAJ a constant earning power of Dotn capital and labor 3STo Drastic Changes slack periods when the earning power of each is reduced there is less demand for commocu ties Therefore the naiural trend will be toward lower prices hold ing the earning capacity of each at a proper levy Thus it will be unnecessary to make any drastic changes in our present social sys No drastic changes The plan can be adopted Mr Stoddard asserts by industry ag riculture utilities and wherever capital and labor combine for ex 1SICIdonot quite see how agricul ture gets in on it but Economist Stoddard admits that his program pages could be written concerning its Some of the pages Let States Handle Own Social and Economic Problems WASHINGTON Senator Borah introduced Thurs day a constitutional arnendmen to limit the due orocess clause oi i the fourteenth amendement so as to Dermit states to handle social and economic problems within their own borders Borahs proposed amendment would repeal the fourteenth amendment and rewrite it to limit the due process clause to proce dure rather than subsiance of laws He told newspapermen it would make constitutional the New York minimum wage law which the su preme court held invalid last year Makes No Comment Borah tossed his proposal into the legislative hopper without comment on the senate floor as the battle was raging warmer and warmer over President Roose velts proposal to reorganize tne supreme court in an effort to broaden the federal governments power to handle such problems The Idaho senator a long time student of constitutional prob lems and one of the outstanding pponents of President Roosevelt s Rival for Wallys Hand proposal said it would have a decided tendency to limit the ac tivity of the federal gavernment in the field of social and economic legislation Could Meet Problems These problems of today
