Senate I Marriage mill in k Moscow First wedding palace opened By ALINE MOSBY MOSCOW UPI Two young Communist factory worker kissed each other shyly in the former living room of a noble mans house and Moscows first wedding palace was offi cially opened In Czarist days the large room with elegant wood paneled walls and glistening crystal chande liers was the scene of parties for wealthy Muscovites Bu now the government officially turned it into a palace where citizens can marry The wedding of Vladimir Morozov 25 and Svetlana Shatalna 23 marked the momentous occasion when the state made ai attempt to fil love into an organized socialisl system MANY YOUNG couples had complained the marriage regis tration office was a dull place for weddings Alarm also was expressed in the Soviet press over the number of young couples marrying in churches To compete with church mar riages a palace was opened last year in Leningrad as the forerunner of the new Moscow palace Why did Vladimir and Svet lana apply to be the first couple We dont believe in God the nice looking quiet dark haired groom said after the ceremony We dont go to church and we believe this palace is many times better than any Iowa Sen ate cleared a legislative reap portionment hurdle Thursday by adopting a revised Shaff plan 2723 and tossing the thorny is sue back to the House of Repre sentatives In two successive role call votes however the Senate de feated motions to immediately message the bill to the House and to kill the motion to recon sider Even though the Senate passed the reapportionment measure the issue has not been resolved in the upper chamber Sen C Joseph Coleman D Clare changed his vote from nay ately to aye and immedi said he would file a mo tion to reconsider Friday A motion to reconsider can only be filed by a person who voted on the prevailing side of the issue A desperation move by oppo nents of the Shaff plan created a parliamentary snarl that stalled a final vote on the measure Sen Jack Schroeder R Dav enport who has led the opposi tion to the Shafftype plans dur ing this session and two years ago raised the parliamentary point which resulted in the Sen ate recessing for dentists in the City Health Department have set up a union Delieved to be the first such or ganization for such professions in the United States With a membership of 1000 the group known as the Doc tors Association of New York announced its objectives as sal ary increases tenure and pen sion rights Dr Robert M Robbins a su pervisor of city school physi cians and president of the or ganization the Chicago and North Western Railway and the Chicago Milwaukee St Paul and Pacific Railroad was confirmed Thursday by directors of the two big west ern carriers Ben W Heineman chair man of the North Western said that discussions of a pos sible union of the systems were held at separate meet ings of the two railroads boards The managements were asked lo prepare a unification plan as soon as possible pos sibly for submission when the boards hold their next meet ings March 16 A merger of the two mid western railroads would re sult in a considerable savings and improvement of service officials said They estimated annual benefits of at least million before income taxes The North Western on Dec 31 I960 had a tax loss carryforward of more than million The two railroads serve 141 communities in common in Wisconsin Illinois Iowa in cluding Mason Minne sota South Dakota Upper Michigan and North Dakota In addition the Milwaukee operates in Missouri Indiana and Kansas while its main line extends to the West Coast through Montana Idaho and Washington The North West ern has lines extending across Nebraska and into central Wyoming As a unified company the railroad would become the na tions largest in terms of trackage with operations from coast to coast the officials said held over from the Eisenhower administration But he declined saying he understood it was tra ditional
