M01NES Members of the Iowa Senate pulled out all parliamentary slops Thursday but wound up deciding to recon sider a judicial reform measure approved Tuesday The measure providing a con stitutional amendment to have judges appointed instead of elected wiil be taken up Tues day as special order of busi ness The reconsideration was sug gested by Sen R G Moore D who failed when he tried to change the measure substantially Tuesday Moores defeated amendment would have the Legislature set up the mechanics of two judicial nomi nating commissions which would suggest the names of candidates for the Iowa Supreme Court and the district courts The original measure would have the gover nor and the Iowa Bar Assn ap point the commission members BOTH VERSIONS would give the governor authority to name the jurists from among the com mission nominees Moores reconsideration pro posal passed by a 2522 vote In all five votes on various parli amentary maneuvers were tak en before the outcome was de cided Sen David 0 Shaff RClin ton asked that the reconsider ation proposal be killed His mo tion lost 2623 Sen George OMalley DDes Moines opposed delayin further action on the measure until Tuesday after
