31inch pipe which stretches from this ancient Phoenician port city at the eastern end of the Mediter ranean to Dhahran miles away in oilrich Saudi Arabia is literally a lifeline these days for the economy of western Europe I spent sever al hours this a f t e rnoon at this end of the operation Two tankers of Ital i a n registry were being filled via an in W Earl Hall genious under water system native Cali fornia Golden Gate area For the past half dozen years he has been associated with the famous Aramco ArabianAmerican Co as director of loading operations New Significance The task has taken on a significance in recent months oi course with the closing of the Suez and a wrecking of the pumping stations on the seconc great pipeline in this part of the world one which used to bring Iraqs crude oil to the nearby Tripoli port in Syria not North This rival pipeline was put out of commission by the Syrian army as part of the campaign against Britain and France Its no secret that Aramco has been dependent for its continued oper ations on the blessing of this same Arab world Guarding a thousandmile long pipeline would be an impossible task obviously A single well placed blast coulc end all operations at any time Chief Beneficiaries A first requirement laid down by Saudi Arabia is that none o the precious crude oil shall go to France or Britain and tha none of it shail be transported in French or British bottoms And that means NONE Italy Spain the Lowland Countries anc Scandinavia have been the chie beneficiaries of this policy with all large tankers in us for the run around South Africa it has been necessary to tak many discarded vessels out o the mothballs and graveyards fo use in this pipeline service Som of them are a long way from sea worthy Thats just one of Cap tain Coles worries these days Four Companies Aramco is made up of fou major American oil companie Standard of California Standard of New Jersey wit 30 per cent each and Socony Vacuum with 10 per Th 350 million barrels being sucke out of Saudi Arabia by this tap line each day constitute about third of the companys curren total take from this part of th The remainder of course has to be shipped bill to legalize the sale of cigarettes from ending machines in Iowa passed in the House Tuesday 6341 after a lengthy debate The bill sent to the Senate was considerably different from one killed by that body by one vote and then revived The debate concerned the question of whether it would be easier or youths to obtain cigarettes illegally from the machine than in some other way One contention was that merchants would be better able to de ermine the age of a cigarette purchaser than would Opponents of that argument swered that the machines would ieout in the open would be su pervised and it would be harder or youths to get cigarettes than t is now The House bill would permit the sale of cigarettes from vending machines by retailers already li censed to sell cigarettes In that espect the measure is the same as the one new pending in the Senate However the House bill pro vides that the machines can be used only in places not frequented minors and where the ma chines would be under adult ob servations License Fee The operator of a machine would have to obtain a permit at a cost of at least There also would be a license fee of a year going to the state and a fee of for each machine oper ated and this money would go to the municipality or the county Bills to create a million dollar college student loan fund and to increase the maximum allowable small loan from to S600 were among the new bills introduced in the House Rep Donald Kimball RFay a first term House mem ber introduced the student loan measure The fund would be ad ministered by the State Depart ment of Public Instruction It would make loans available to students enrolling n private col leges or universities in Iowa who graduate from high school with a scholastic average in the upper half of the a bit on a high way bill under fire from North ern Iowa counties The committee recommended passage of a bill to require coun ty highway departments to sub mit a budget to the Iowa High way Commission each year The House has passed it New Plan for Suez Advanced LONDON announced Tuesday a majority of countries using the Suez Canal have agreed on an interim plan for operat ing the waterway from the time it is cleared until a full international agreement is drawn up The plan will soon be placed be fore Secretary General Dag Hammarskjold for presentation to Egypt the Foreign Office said The United States joined a large number of other nations in pre paring the agreement The Soviet Union was not included Proposals Secret There has been no advance in dication Egypt would accept the secret proposals The 18nation Suez Canal Users Assn was not involved in the plan worked out in secret negotiations at the United Nations and in Washington and London Britain took the initiative in making the proposals The plan is understood to call for a 5050 split of canal tolls The payments would go to the World Bank account with half to be credited to Egypt and half to be retained by the bank until its dis position is determined by a final settlement 1885 Convention The interim agreement also 3s reported to call for operation oi the canal in accordance with the 1885 Constantinople Convention which said the waterway should be open in times of peace and war to ships of all nations The agreement in effect by passes SCUA which was set up 18 user nations at the initiative of U S Secretary of State Dulles a the second Suez conference in London Its main purpose was to form canal users into a perma nent organization to negotiate with President Nasser of Egypt Called Vicious It was attacked at a Committee T u e s d a unanimously approved highe benefit payments for disabled vet special meeting last Thursday He said the meeting was not called especially to handle the measure but rather to deal
