Baby Smuggling Ring MONTREAL second Montreal lawyer and two women were arrested Friday night in an expanding drive aimed at smashing an alleged threemilliondollar USCanadian baby smuggling ring The last three arrests bringing to four the number held in the case were made here after decoy transactions were completed by the Mon treal police department and two New York policewomen for the pur chase of a baby The three apprehended were not identified US authorities have been assisting the Canadians in the investigation Friday nights arrests followed the arrest earlier of Herman Duller another Montreal lawyer as he awaited a plane for Israel Bullcr who pleaded innocent on his arraignment Friday night was released under bail pending a preliminary hearing Feb 19 He is accused of lend ing his legal talents to the alleged ring New York and Quebec authorities who have carried on a join yearlong investigation of an alleged milliondollar black market in babies said they believe more 000
