WILLIAM CANT New York Herald Triburw News Service WASHINGTON Back in 1835 when Andrew Jackson was president the government owed a paltry the lowest the national debt has ever been and a far cry from todays staggering billion or so With the anticipated deficit of almost billion this fiscal year and the proposed tax cut the Kennedy administration is expected to seek congressional approval to increase the present national debt ceiling of bil lion to billion Currently the per capita debt is around which would rise to about if a total ceiling of billion is reached Even so it would be well Cuba were there as weapons instructors and that American concern over them was not justified The Soviet leaders remarks were reported to western news mdn here by visiting Canadian newspaper publisher Roy Thom son who had a conver sation with Khrushchev Thomson said he had asked BEIRUT Lebanon Khrushchev whether concern in firing squads have executed Iraqs1 overthrown Premier Abdel Kerim Kassem and three of his top lieu tenants the Baghdad radio an nounced Saturday The executions took place after the United States over Soviet troops and weapons still in Cuba was justified Absolutely not Thomson
